HOUSE RESOLUTION
2 WHEREAS, Juneteenth recognizes the abolition of slavery in
3the United States and its territories in 1865; and
4 WHEREAS, President Lincoln enacted the Emancipation
5Proclamation on January 1, 1863, freeing slaves throughout the
6south, but it was not until June 19, 1865, over two years later
7and over two months after General Robert E. Lee's surrender at
8Appomattox Court House, that slaves in Galveston, Texas
9received the news, making it the official end of slavery; and
10 WHEREAS, Juneteenth is a celebration of freedom from
11bondage and oppression; and
12 WHEREAS, The African-American Cultural & Genealogical
13Society, in Partnership with the City of Decatur Human
14Relations Commission, will be holding its 27th Juneteenth
15celebration on Saturday, June 19, 2021 in downtown Decatur,
16which will include a wreath ceremony, Freedom Day Walk, and a
17variety of festivities, including giveaways, vendors, food,
18entertainment, fun, and culture; therefore, be it
19 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
20HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
21we recognize the City of Decatur's Juneteenth celebration as a

1time to reflect and to commemorate the end of slavery; and be
2it further
3 RESOLVED, That suitable copies of this resolution be
4presented to the City of Decatur and the African-American
5Cultural & Genealogical Society of Illinois, Inc. as a symbol
6of our respect and esteem.
