2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate General John M. Green on | ||||||
4 | the occasion of his promotion from colonel to brigadier | ||||||
5 | general in the Illinois Air National Guard; and
| ||||||
6 | WHEREAS, General Green presently serves as a state staff | ||||||
7 | judge advocate for the Joint Force Headquarters (JFHQ) of the | ||||||
8 | Illinois Air National Guard (ILANG) in Springfield, a position | ||||||
9 | he has held since January 2009; he also serves as a principal | ||||||
10 | legal advisor to the Adjutant General and the Commander of the | ||||||
11 | ILANG; his work additionally includes coordinating the | ||||||
12 | provision of legal services to the three Air Wings and tenant | ||||||
13 | units of the State of Illinois; and

14 | WHEREAS, General Green received a direct commission to | ||||||
15 | serve as a judge advocate of the Air Force in April 1998; prior | ||||||
16 | to being assigned to the JFHQ, he served the 183rd Wing in | ||||||
17 | Springfield as deputy staff judge advocate from April 1998 to | ||||||
18 | August 2006 and staff judge advocate from August 2006 to | ||||||
19 | December 2008; he also served as judge advocate to the | ||||||
20 | Commander of Task Force Pelican during Hurricane Katrina and | ||||||
21 | as senior Title 32 legal advisor to the Dual Status Commander | ||||||
22 | for the NATO Summit in Chicago; and

1 | WHEREAS, General Green was previously promoted to first | ||||||
2 | lieutenant on April 13, 1998, captain on April 14, 2000, major | ||||||
3 | on April 20, 2004, lieutenant colonel on September 19, 2008, | ||||||
4 | and colonel on May 22, 2014; and
| ||||||
5 | WHEREAS, General Green is admitted to practice law before | ||||||
6 | the Supreme Court of Illinois, the U.S. Court of Appeals for | ||||||
7 | the Seventh Circuit, the U.S. District Court for the Central | ||||||
8 | District of Illinois, the U.S. Court of Appeals for the Armed | ||||||
9 | Forces, and the U.S. Air Force Court of Criminal Appeals; and
| ||||||
10 | WHEREAS, In his civilian capacity, General Green serves as | ||||||
11 | vice president of Government Relations and Regulatory Affairs | ||||||
12 | for the Illinois CPA Society; he is also an adjunct faculty | ||||||
13 | member at Western Illinois University, where he teaches legal | ||||||
14 | issues and emergency management and lectures on the Illinois | ||||||
15 | Emergency Management Act; he is additionally a member of the | ||||||
16 | Illinois State Bar Association's Military Law Committee, the | ||||||
17 | Illinois Attorney General's Charitable Advisory Committee, and | ||||||
18 | the board of directors of Sacred Heart-Griffin High School and | ||||||
19 | the Memorial Hospital Foundation; and
| ||||||
20 | WHEREAS, General Green is an Eagle Scout and a council | ||||||
21 | member at-large of the Abraham Lincoln Council Boy Scouts of | ||||||
22 | America; he is a past president of the Western Illinois Alumni | ||||||
23 | Association, from which he received the Alumni Achievement |

2 | WHEREAS, General Green possesses a Bachelor of Arts from | ||||||
3 | Western Illinois University in Macomb, which he earned in | ||||||
4 | 1987, and a Juris Doctor from Saint Louis University in St. | ||||||
5 | Louis, Missouri, which he earned in 1996; he additionally | ||||||
6 | attended the Air War College, by correspondence, in 2013; and
| ||||||
7 | WHEREAS, General Green has received a number of awards and | ||||||
8 | decorations, including the Meritorious Service Medal with one | ||||||
9 | oak leaf cluster, the Air Force Achievement Medal, the Army | ||||||
10 | Achievement Medal, the National Defense Service Medal, the | ||||||
11 | Global War on Terrorism Service Medal, the Humanitarian | ||||||
12 | Service Award, the Air Force Longevity Service with three oak | ||||||
13 | leaf clusters, the Armed Forces Reserve Medal with "M" device, | ||||||
14 | the Air Force Training Ribbon, the Illinois Military Long and | ||||||
15 | Honorable Service Medal with two oak leaf clusters, the | ||||||
16 | Illinois Military Attendance Ribbon with "8" device, and the | ||||||
17 | Louisiana Emergency Service Medal; and

18 | WHEREAS, General Green's promotion ceremony will be held | ||||||
19 | at Camp Lincoln in Springfield on June 4, 2023; therefore, be | ||||||
