HOUSE RESOLUTION
WHEREAS, The members of the Illinois House of
Representatives wish to commend Justin Cox on his service as
Chief Counsel to the Speaker and on his more than 13 years of
service to the House of Representatives and the State of
Illinois; and
WHEREAS, Justin Cox began serving as Chief Counsel to the
Speaker in 2016, having previously served as assistant and
deputy counsel; and
WHEREAS, Justin Cox's leadership, knowledge, diligence,
and expertise on a variety of complex issues allowed the House
Democratic Caucus, the House of Representatives, and the State
of Illinois to enact numerous pieces of important and
impactful legislation; and
WHEREAS, During his years on staff, Justin Cox worked on a
variety of issues, with a focus on civil law, insurance,
healthcare, telecommunications, and environment and energy;
and
WHEREAS, In his first weeks on the job, Justin Cox
assisted with the preparation and deliberations for the
impeachment trial of former Governor Rod Blagojevich; and

WHEREAS, Justin Cox supervised and trained dozens of
attorneys, helping guide them through the legislative process
as they analyzed and negotiated thousands of bills every year;
and
WHEREAS, Justin Cox helped members in negotiating hundreds
of bills, working with each member to help them advance their
respective legislative agendas; and
WHEREAS, Justin Cox served as parliamentarian to the House
of Representatives, acting in a fair and honest manner to
ensure the process had been followed throughout each session
day; and
WHEREAS, Justin Cox is the devoted partner of Kate and the
father of Ethan and Elizabeth; and
WHEREAS, Justin Cox's hard work and dedication was
essential to the operations of this chamber, and his
contributions will continue to be appreciated by those with
and for whom he worked; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
we commend Justin Cox on his service as Chief Counsel to the
