HOUSE RESOLUTION
2 WHEREAS, The State of Illinois offers health insurance
3coverage to members of certain boards and commissions; and
4 WHEREAS, These board and commission members are not
5considered full-time State employees; and
6 WHEREAS, The State of Illinois has an unprecedented
7structural budget deficit and over $6 billion is unpaid bills
8in Fiscal Year 2011; and
9 WHEREAS, The State of Illinois provides premium-free
10healthcare to some members of boards and commissions who worked
11for the State for over 20 years; and
12 WHEREAS, The Commission on Government Forecasting and
13Accountability estimates the Fiscal Year 2012 liability for the
14State Employee Group Health Insurance Plan is $2.46 billion;
15and
16 WHEREAS, The cost of providing health insurance to State
17employees has escalated annually over the last decade; and
18 WHEREAS, According to the Department of Central Management
19Services, the cost of providing healthcare to a participant is

1$6,721 annually, an increase of 79.9% since Fiscal Year 2003;
2therefore, be it
3 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5we urge the Department of Central Management Services to
6compile a list of members of State boards and commissions who
7receive healthcare benefits through the State Employees Group
8Insurance Plan; and be it further
9 RESOLVED, That the we urge the Department of Central
10Management Services to report its findings to the Governor and
11General Assembly within 30 days after the adoption of this
12resolution; and be it further
13 RESOLVED, That that a suitable copy of this resolution be
14delivered to the Director of Central Management Services.
