| 2 | WHEREAS, The State of Illinois offers health insurance | ||||||
| 3 | coverage to members of certain boards and commissions; and
| ||||||
| 4 | WHEREAS, These board and commission members are not | ||||||
| 5 | considered full-time State employees; and
| ||||||
| 6 | WHEREAS, The State of Illinois has an unprecedented | ||||||
| 7 | structural budget deficit and over $6 billion is unpaid bills | ||||||
| 8 | in Fiscal Year 2011; and
| ||||||
| 9 | WHEREAS, The State of Illinois provides premium-free | ||||||
| 10 | healthcare to some members of boards and commissions who worked | ||||||
| 11 | for the State for over 20 years; and
| ||||||
| 12 | WHEREAS, The Commission on Government Forecasting and | ||||||
| 13 | Accountability estimates the Fiscal Year 2012 liability for the | ||||||
| 14 | State Employee Group Health Insurance Plan is $2.46 billion; | ||||||
| 15 | and
| ||||||
| 16 | WHEREAS, The cost of providing health insurance to State | ||||||
| 17 | employees has escalated annually over the last decade; and
| ||||||
| 18 | WHEREAS, According to the Department of Central Management | ||||||
| 19 | Services, the cost of providing healthcare to a participant is | ||||||

| 1 | $6,721 annually, an increase of 79.9% since Fiscal Year 2003; | ||||||
| 2 | therefore, be it

| 3 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 4 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 5 | we urge the Department of Central Management Services to | ||||||
| 6 | compile a list of members of State boards and commissions who | ||||||
| 7 | receive healthcare benefits through the State Employees Group | ||||||
| 8 | Insurance Plan; and be it further
| ||||||
| 9 | RESOLVED, That the we urge the Department of Central | ||||||
| 10 | Management Services to report its findings to the Governor and | ||||||
| 11 | General Assembly within 30 days after the adoption of this | ||||||
| 12 | resolution; and be it further
| ||||||
| 13 | RESOLVED, That that a suitable copy of this resolution be | ||||||
| 14 | delivered to the Director of Central Management Services.
