Bill Title: Urges the Illinois State Commission on Criminal Justice and Sentencing Reform to examine the Department of Corrections issuance of temporary identification cards and whether those cards are sufficient for the purposes of obtaining a standard Illinois Identification Card, consistent with P.A. 92-0240.

1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, The Illinois Department of Corrections (DOC) has a | ||||||
3 | program authorized by P.A. 92-0240
that allows the Department | ||||||
4 | to issue temporary identification cards to inmates about to be | ||||||
5 | released
from the Department's custody; and
| ||||||
6 | WHEREAS, The temporary identification card is valid for 30 | ||||||
7 | days following the prisoner's
release from DOC's custody; and
| ||||||
8 | WHEREAS, The DOC is required to charge the inmate $1 for | ||||||
9 | the issuance of the
temporary ID card; and
| ||||||
10 | WHEREAS, In order to be issued a DOC temporary ID card, an | ||||||
11 | inmate must provide a copy of
his or her Social Security Card | ||||||
12 | and a certified copy of his or her birth certificate; and
| ||||||
13 | WHEREAS, Both the Social Security Card and the birth | ||||||
14 | certificate must agree with the name on
the inmate's committing | ||||||
15 | court documents, however, this can be waived if a copy of a | ||||||
16 | marriage
license or court documents authorizing a legal name | ||||||
17 | change shown on the Social Security Card
and committing court | ||||||
18 | documents is shown; and

19 | WHEREAS, According to P.A. 92-0240, a released inmate with | ||||||
20 | a DOC
temporary identification card may present the card to the |

1 | Office of the Secretary of State upon
application for a | ||||||
2 | standard Illinois Identification Card in accordance with the | ||||||
3 | Illinois
Identification Card Act; and

4 | WHEREAS, Many released inmates have had problems taking his | ||||||
5 | or her DOC issued ID card to the
Office of the Secretary of | ||||||
6 | State in order to obtain a standard Illinois Identification | ||||||
7 | Card due to
the Office of Secretary of State's non-acceptance | ||||||
8 | of the ID card as a valid form of identification
to use in | ||||||
9 | obtaining a standard Identification Card; and
| ||||||
10 | WHEREAS, Governor Rauner signed Executive Order 15-14, | ||||||
11 | which established the Illinois State
Commission on Criminal | ||||||
12 | Justice and Sentencing Reform; and
| ||||||
13 | WHEREAS, The Illinois State Commission on Criminal Justice | ||||||
14 | and Sentencing Reform will examine the entirety of the current | ||||||
15 | criminal justice system
and sentencing structure and develop | ||||||
16 | comprehensive and evidence-based strategies to improve
public | ||||||
17 | safety; and
| ||||||
18 | WHEREAS, The Illinois State Commission on Criminal Justice | ||||||
19 | and Sentencing Reform will analyze all aspects of the current | ||||||
20 | system from the initial
arrest to re-entry into the community; | ||||||
21 | therefore, be it

1 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
2 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
3 | urge the Illinois State
Commission on Criminal Justice and | ||||||
4 | Sentencing Reform to examine the Department of
Corrections | ||||||
5 | issuance of temporary identification cards and whether those | ||||||
6 | cards are sufficient for
the purposes of obtaining a standard | ||||||
7 | Illinois Identification Card, consistent with P.A. 92-0240; | ||||||
8 | and be it further

9 | RESOLVED, That suitable copies of this resolution be | ||||||
10 | presented to the Governor, members of
the Illinois State | ||||||
11 | Commission on Criminal Justice and Sentencing Reform, the | ||||||
12 | Secretary of State,
and the Director of the Illinois Department | ||||||
13 | of Corrections.
