| ||||||
2 | WHEREAS, The mission of the West Garfield Park Community | ||||||
3 | Stakeholders is to establish and strengthen collaboration | ||||||
4 | among communities, public and private non-profit agencies, and | ||||||
5 | federal, state, local, and tribal governments to support the | ||||||
6 | efforts of community coalitions that are working to prevent and | ||||||
7 | reduce substance use among youth; and
| ||||||
8 | WHEREAS, The West Garfield Park Community Stakeholders | ||||||
9 | also seeks to reduce substance abuse among adults over time by | ||||||
10 | addressing the factors in communities that increase the risk of | ||||||
11 | substance abuse and promoting the factors that minimize the | ||||||
12 | risk of substance abuse; and

13 | WHEREAS, The West Garfield Park Community Stakeholders' | ||||||
14 | purpose is to create opportunities through programs, | ||||||
15 | activities, and events to help direct youth towards positive | ||||||
16 | alternatives to violence, as well as teaching them how to | ||||||
17 | become productive citizens through positive civic engagement; | ||||||
18 | and
| ||||||
19 | WHEREAS, The West Garfield Park Community Stakeholders' | ||||||
20 | vision is to engage a partnership of residents, parents, youth, | ||||||
21 | educational institutions, organizations, and public servants | ||||||
22 | with a common goal to reduce violence within the West Garfield |

2 | WHEREAS, The White House Office of National Drug Control | ||||||
3 | Policy has directed the Drug Free Communities Support Program, | ||||||
4 | in partnership with the Substance Abuse and Mental Health | ||||||
5 | Services Administration, to provide grants to coalitions that | ||||||
6 | mobilize their communities to prevent youth alcohol, tobacco, | ||||||
7 | illicit drug, and inhalant abuse; and
| ||||||
8 | WHEREAS, As a New-Grantee of the office of Substance Abuse | ||||||
9 | and Mental Health Services Administration, the West Garfield | ||||||
10 | Park Community Stakeholders is working within the Substance | ||||||
11 | Abuse and Mental Health Services Administration's Strategic | ||||||
12 | Prevention Framework to develop and secure the following core | ||||||
13 | competencies: assessment, capacity, planning, implementation, | ||||||
14 | evaluation, sustainability, and cultural competence; | ||||||
15 | therefore, be it

16 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
17 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
18 | designate the date of October 5, 2015 as West Garfield Park | ||||||
19 | Community Violence and Substance Abuse Prevention Day in the | ||||||
20 | State of Illinois.
