2 | WHEREAS, Cellular phones have become a vital part of
| ||||||
3 | everyday life, and citizens rely on them for ease of
| ||||||
4 | communication and accessing information; and
| ||||||
5 | WHEREAS, The abuse of this technology by scam artists and
| ||||||
6 | criminals leads to significant disruptions in everyday life and
| ||||||
7 | substantial financial losses; and
| ||||||
8 | WHEREAS, The Federal Trade Commission received 4.5 million | ||||||
9 | complaints in 2018
from citizens frustrated with incessant scam | ||||||
10 | callers and
robocalls; and
| ||||||
11 | WHEREAS, Scam callers are becoming increasingly
| ||||||
12 | sophisticated, using spoofing technology to mimic local area
| ||||||
13 | codes in order to fool the call recipient; and
| ||||||
14 | WHEREAS, 30 billion robocalls were made in 2017, a
number | ||||||
15 | that is growing from year-to-year; and
| ||||||
16 | WHEREAS, $350 Million dollars are lost every year to scam
| ||||||
17 | calls; and
| ||||||
18 | WHEREAS, Having a phone number registered on the national | ||||||
19 | Do Not Call
Registry does little to discourage or stop criminal |

1 | phone scams; and
| ||||||
2 | WHEREAS, New phone verification methods, including the
| ||||||
3 | Secure Telephone Identity Revisited (STIR) and Signature-based
| ||||||
4 | Handling of Asserted information using toKENs (SHAKEN), show
| ||||||
5 | great promise for helping to stop the increasing flood of scam
| ||||||
6 | and robocalls; and
| ||||||
7 | WHEREAS, The federal government and telecom companies are | ||||||
8 | taking steps to stop the overwhelming flood of fraudulent and | ||||||
9 | unsolicited phone calls that consumers receive; therefore, be | ||||||
10 | it

11 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
12 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
13 | we support all efforts by the federal government and the | ||||||
14 | telecommunication industry to stop the abuse of our national | ||||||
15 | telecommunication networks and the defrauding of our citizens | ||||||
16 | by deceitful robocalls and scam callers; and be it further
| ||||||
17 | RESOLVED, That suitable copies of this resolution be | ||||||
18 | delivered
to the Federal Communications Commission Chairman | ||||||
19 | Ajit Pai and
to the respective CEOs of the top five | ||||||
20 | telecommunication
companies in Illinois.
