Bill Title: Proposes to amend the Legislature Article of the Illinois Constitution. Requires that a bill, amendment, or resolution (i) that is sponsored by at least 16 Representatives must be voted on by a committee of the House of Representatives or (ii) that is sponsored by at least 8 Senators must be voted on by a committee of the Senate. Effective upon being declared adopted.

3 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | |||||||||||||||||||
4 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | |||||||||||||||||||
5 | SENATE CONCURRING HEREIN, that there shall be submitted to the | |||||||||||||||||||
6 | electors of the State for adoption or rejection at the general | |||||||||||||||||||
7 | election next occurring at least 6 months after the adoption of | |||||||||||||||||||
8 | this resolution a proposition to amend Article IV of the | |||||||||||||||||||
9 | Illinois Constitution by changing Section 8 as follows:

13 | SECTION 8. PASSAGE OF BILLS
| |||||||||||||||||||
14 | (a) The enacting clause of the laws of this State shall be: | |||||||||||||||||||
15 | "Be it
enacted by the People of the State of Illinois, | |||||||||||||||||||
16 | represented in the
General Assembly."
| |||||||||||||||||||
17 | (b) The General Assembly shall enact laws only by bill. | |||||||||||||||||||
18 | Bills may
originate in either house, but may be amended or | |||||||||||||||||||
19 | rejected by the other.
| |||||||||||||||||||
20 | (c) No bill shall become a law without the concurrence of a | |||||||||||||||||||
21 | majority
of the members elected to each house. Final passage of | |||||||||||||||||||
22 | a bill shall be
by record vote. In the Senate at the request of | |||||||||||||||||||
23 | two members, and in the
House at the request of five members, a |

| |||||||
1 | record vote may be taken on any
other occasion. | ||||||
2 | Every bill, amendment, and resolution sponsored by at least | ||||||
3 | 16 Representatives shall receive a record vote of the members | ||||||
4 | of a substantive committee of the House of Representatives. | ||||||
5 | Every bill, amendment, and resolution sponsored by at least 8 | ||||||
6 | Senators shall receive a record vote of the members of a | ||||||
7 | substantive committee of the Senate. | ||||||
8 | A record vote is a vote by yeas and nays entered on the
| ||||||
9 | journal.
| ||||||
10 | (d) A bill shall be read by title on three different days | ||||||
11 | in each
house. A bill and each amendment thereto shall be | ||||||
12 | reproduced and placed
on the desk of each member before final | ||||||
13 | passage.
| ||||||
14 | Bills, except bills for appropriations and for the | ||||||
15 | codification,
revision or rearrangement of laws, shall be | ||||||
16 | confined to one subject.
Appropriation bills shall be limited | ||||||
17 | to the subject of appropriations.
| ||||||
18 | A bill expressly amending a law shall set forth completely | ||||||
19 | the
sections amended.
| ||||||
20 | The Speaker of the House of Representatives and the | ||||||
21 | President of the
Senate shall sign each bill that passes both | ||||||
22 | houses to certify that the
procedural requirements for passage | ||||||
23 | have been met.

1 | This Constitutional Amendment takes effect upon being | ||||||
2 | declared adopted in accordance with Section 7 of the Illinois | ||||||
