1 | HOUSE JOINT RESOLUTION | ||||||
2 | WHEREAS, It is highly fitting that the Illinois General | ||||||
3 | Assembly pays honor and respect to those who have served our | ||||||
4 | country; and
| ||||||
5 | WHEREAS, Sheriff Roger Scott served his country in the | ||||||
6 | United States Air Force from 1965 to 1969 before he began his | ||||||
7 | long and distinguished career with the DeKalb County Sheriff's | ||||||
8 | Office; after receiving an honorable discharge from the Air | ||||||
9 | Force with the rank of sergeant, he started as a radio operator | ||||||
10 | and jailor; and
| ||||||
11 | WHEREAS, Sheriff Scott has served as the DeKalb County | ||||||
12 | Sheriff since being appointed in 1985 and first elected in | ||||||
13 | 1986; and
| ||||||
14 | WHEREAS, Sheriff Scott created and developed dozens of | ||||||
15 | Sheriffs' Citizens Police Academies from 1996 to 2020; he was | ||||||
16 | a member of the 911 Steering Committee in 1988 and established | ||||||
17 | a Domestic Violence Unit in 2005; he was a founding member of | ||||||
18 | the DeKalb County Major Crime Unit; and
| ||||||
19 | WHEREAS, Sheriff Scott's accomplishments as sheriff | ||||||
20 | include the Governor's Award for Excellence in Training in | ||||||
21 | 1999 and the National Sheriffs' Association Presidential Award |

1 | for distinguished service in 2010 and serving as president of | ||||||
2 | the Illinois Sheriffs' Association from 2005 to 2006; and
| ||||||
3 | WHEREAS, Sheriff Scott was born and raised in DeKalb | ||||||
4 | County and lives in DeKalb with his wife, Marcia, and his | ||||||
5 | children; they are members of the Waterman Bible Church; and
| ||||||
6 | WHEREAS, Sheriff Scott and Marcia have raised three | ||||||
7 | biological children and seven adopted children and have | ||||||
8 | fostered almost 40 children since 1989; therefore, be it
| ||||||
9 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
10 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
11 | SENATE CONCURRING HEREIN, that we designate Illinois Route 23 | ||||||
12 | in DeKalb from Gurler Road to Perry Road as the "Sheriff Roger | ||||||
13 | Scott Highway"; and be it further

14 | RESOLVED, That the Illinois Department of Transportation | ||||||
15 | is requested to erect, at suitable locations consistent with | ||||||
16 | State and federal regulations, appropriate plaques or signs | ||||||
17 | giving notice of the name "Sheriff Roger Scott Highway"; and | ||||||
18 | be it further

19 | RESOLVED, That suitable copies of this resolution be | ||||||
20 | presented to Sheriff Scott, the DeKalb County Sheriff's | ||||||
21 | Office, the DeKalb County Board, and the Secretary of the |
