Bill Title: Encourages school districts, for the 2014-2015 school year through the 2017-2018 school year, to not use results of the Partnership for Assessment of Readiness for College and Careers test as a determining factor for making decisions about a student's educational opportunities, the evaluation of educators, and the allocation of resources based on educational achievement on this assessment.

HOUSE JOINT RESOLUTION
2 WHEREAS, School districts in this State began implementing
3new learning standards in English language arts and mathematics
4in 2010, commonly referenced as the Common Core Learning
5Standards; and
6 WHEREAS, These new standards in English language arts and
7mathematics replaced older standards previously adopted in
81997; and
9 WHEREAS, The Illinois Learning Standards outline what all
10students in public school districts should know and be able to
11do in core educational areas; and
12 WHEREAS, These new standards were originally designed to be
13more rigorous and to better prepare students for college and
14careers; and
15 WHEREAS, The Partnership for Assessment of Readiness for
16College and Careers is a new State assessment that will be
17given to students in public school districts for the first time
18beginning in the 2014-2015 school year; and
19 WHEREAS, The Partnership for Assessment of Readiness for
20College and Careers has never been given as a full assessment

1in this State; and
2 WHEREAS, the Partnership for Assessment of Readiness for
3College and Careers will be based on the new learning standards
4adopted in 2010; and
5 WHEREAS, There is an increased emphasis on student
6performance on State assessments; and
7 WHEREAS, there is also a greater emphasis on using student
8assessment results to make major decisions that affect
9students, schools, educators, and funding; and
10 WHEREAS, The Partnership for Assessment of Readiness for
11College and Careers is a new and untested student assessment;
12therefore, be it
13 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
15SENATE CONCURRING HEREIN, that for the 2014-2015 school year
16through the 2017-2018 school year, we encourage school
17districts to not use results of the Partnership for Assessment
18of Readiness for College and Careers test as a determining
19factor for making decisions about a student's educational
20opportunities, the evaluation of educators, and the allocation
21of resources based on educational achievement on this

2 RESOLVED, That suitable copies of this resolution be
3delivered to each school district in this State.
