Bill Title: Encourages school districts, for the 2014-2015 school year through the 2017-2018 school year, to not use results of the Partnership for Assessment of Readiness for College and Careers test as a determining factor for making decisions about a student's educational opportunities, the evaluation of educators, and the allocation of resources based on educational achievement on this assessment.

1 | HOUSE JOINT RESOLUTION
| ||||||
2 | WHEREAS, School districts in this State began implementing | ||||||
3 | new learning standards in English language arts and mathematics | ||||||
4 | in 2010, commonly referenced as the Common Core Learning | ||||||
5 | Standards; and
| ||||||
6 | WHEREAS, These new standards in English language arts and | ||||||
7 | mathematics replaced older standards previously adopted in | ||||||
8 | 1997; and
| ||||||
9 | WHEREAS, The Illinois Learning Standards outline what all | ||||||
10 | students in public school districts should know and be able to | ||||||
11 | do in core educational areas; and
| ||||||
12 | WHEREAS, These new standards were originally designed to be | ||||||
13 | more rigorous and to better prepare students for college and | ||||||
14 | careers; and
| ||||||
15 | WHEREAS, The Partnership for Assessment of Readiness for | ||||||
16 | College and Careers is a new State assessment that will be | ||||||
17 | given to students in public school districts for the first time | ||||||
18 | beginning in the 2014-2015 school year; and
| ||||||
19 | WHEREAS, The Partnership for Assessment of Readiness for | ||||||
20 | College and Careers has never been given as a full assessment |

1 | in this State; and
| ||||||
2 | WHEREAS, the Partnership for Assessment of Readiness for | ||||||
3 | College and Careers will be based on the new learning standards | ||||||
4 | adopted in 2010; and
| ||||||
5 | WHEREAS, There is an increased emphasis on student | ||||||
6 | performance on State assessments; and
| ||||||
7 | WHEREAS, there is also a greater emphasis on using student | ||||||
8 | assessment results to make major decisions that affect | ||||||
9 | students, schools, educators, and funding; and
| ||||||
10 | WHEREAS, The Partnership for Assessment of Readiness for | ||||||
11 | College and Careers is a new and untested student assessment; | ||||||
12 | therefore, be it

13 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
14 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
15 | SENATE CONCURRING HEREIN, that for the 2014-2015 school year | ||||||
16 | through the 2017-2018 school year, we encourage school | ||||||
17 | districts to not use results of the Partnership for Assessment | ||||||
18 | of Readiness for College and Careers test as a determining | ||||||
19 | factor for making decisions about a student's educational | ||||||
20 | opportunities, the evaluation of educators, and the allocation | ||||||
21 | of resources based on educational achievement on this |
