2 | WHEREAS, It is important that we remember and honor those | ||||||
3 | who gave the ultimate sacrifice in the service of our State and | ||||||
4 | nation; and
| ||||||
5 | WHEREAS, Sgt. Douglas Riney was born at Fort Stewart Army | ||||||
6 | base in Georgia to Dave and Pam Chabotte Riney on July 29, | ||||||
7 | 1990; he married the love of his life, Kylie Eddy in Farmington | ||||||
8 | on December 29, 2012; and
| ||||||
9 | WHEREAS, Sgt. Douglas Riney was a graduate of Spoon River | ||||||
10 | Valley High School; and
| ||||||
11 | WHEREAS, Sgt. Douglas Riney entered active military | ||||||
12 | service in July of 2012 as a petroleum supply specialist and | ||||||
13 | was last assigned to the Support Squadron, Third Calvary | ||||||
14 | Regiment, First Cavalry Division, Fort Hood, Texas, since | ||||||
15 | December of 2012; he had previously deployed in support of | ||||||
16 | Operation Enduring Freedom from July of 2014 to February of | ||||||
17 | 2015, and also deployed from June of 2016 to October of 2016 in | ||||||
18 | support of Operation Freedom's Sentinel; his awards and | ||||||
19 | decorations include the Purple Heart, Bronze Star, Army | ||||||
20 | Commendation Medal, four Army Achievements Medals, Army Good | ||||||
21 | Conduct Medal, National Defense Service Medal, Afghanistan | ||||||
22 | Campaign Medal with three campaign stars, Global War on |

1 | Terrorism Service Medal, Non-commissioned Officer Professional | ||||||
2 | Development Ribbon, Army Service Ribbon and NATO Medal; and

3 | WHEREAS, Sgt. Douglas Riney was a member of the Vintage | ||||||
4 | Church in Texas, and a proud volunteer firefighter with the | ||||||
5 | Fairview Fire Department; he was an avid Green Bay Packers fan, | ||||||
6 | a BMX bicycle rider with many awards and trophies; he enjoyed | ||||||
7 | riding his motorcycle, hunting, and fishing; and

8 | WHEREAS, Sgt. Douglas Riney is survived by his wife, Kylie; | ||||||
9 | his children, Elea and James Riney; his father, Dave (Kristie) | ||||||
10 | Riney; his mother, Pam (Don) Boland; his siblings, Jeff Budd, | ||||||
11 | and Stacey Budd; his niece, Cailee Budd; his stepbrothers, | ||||||
12 | Bryce and Kole Vaughn; his stepsister, Ashlie Herrin; his | ||||||
13 | paternal grandmother, Nancy Riney; his maternal grandmother, | ||||||
14 | Linda Huntley; several aunts and uncles and many cousins; his | ||||||
15 | father and mother-in-law, Randal and Donna Eddy; and his | ||||||
16 | sisters-in-law, Brandi Eddy, and Janel (Doug) Brown and their | ||||||
17 | children, Kambell, Payton, Avari, and Asher McDermet and | ||||||
18 | Kinsley Brown; therefore, be it

19 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
20 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE | ||||||
21 | CONCURRING HEREIN, that we designate the section of Illinois | ||||||
22 | Route 78 from Canton to Farmington as the "Sgt. Douglas Riney | ||||||
23 | Memorial Highway"; and be it further

2 | is requested to erect at suitable locations, consistent with
| ||||||
3 | State and federal regulations, appropriate plaques or signs
| ||||||
4 | giving notice of the name "Sgt. Douglas Riney Memorial | ||||||
5 | Highway"; and be it further
| ||||||
6 | RESOLVED, That suitable copies of this resolution be | ||||||
7 | presented to the family of Sgt. Douglas Riney and the Secretary | ||||||
8 | of the Illinois Department of Transportation.
