1 | HOUSE JOINT RESOLUTION
| ||||||
2 | WHEREAS, As the population of the State of Illinois | ||||||
3 | continues to age, the State is seeing an increasing number of | ||||||
4 | senior drivers on the roads each year; and
| ||||||
5 | WHEREAS, The Illinois Department of Transportation, in | ||||||
6 | their latest published report showing 2009 data, reports there | ||||||
7 | were 1,230,503 licensed drivers over the age of 65 in Illinois, | ||||||
8 | which accounts for roughly 14% of all licensed drivers in | ||||||
9 | Illinois; and

10 | WHEREAS, The Illinois Department of Transportation 2009 | ||||||
11 | report also shows there were 35,672 total crashes involving | ||||||
12 | drivers of the age 65 or older, providing for a crash rate of | ||||||
13 | 29 out of every 1,000 drivers age 65 or older; and

14 | WHEREAS, Drivers age 65 or older have a higher fatality | ||||||
15 | rate in Illinois than any other age group when involved in a | ||||||
16 | motor vehicle accident; and
| ||||||
17 | WHEREAS, Senior drivers should never be discriminated | ||||||
18 | against, but their safety and protection should be reflected in | ||||||
19 | State law; therefore, be it

20 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |

1 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
2 | SENATE CONCURRING HEREIN, that there is hereby created the | ||||||
3 | Senior Drivers Safety Task Force that shall study safety issues | ||||||
4 | seniors face while driving in Illinois, with particular | ||||||
5 | attention to what can be done to prevent accidents involving | ||||||
6 | senior citizens in Illinois; and be it further
| ||||||
7 | RESOLVED, That the Task Force shall consist of 13 members, | ||||||
8 | consisting of the Secretary of State or his or her designee, | ||||||
9 | who shall serve as chair; the Secretary of Transportation or | ||||||
10 | his or her designee; the Director of the State Police or his or | ||||||
11 | her designee; the President of the Illinois Association of | ||||||
12 | Chiefs of Police or his or her designee; the President of the | ||||||
13 | Illinois Medical Society or his or her designee; two members | ||||||
14 | appointed by the Speaker of the House of Representatives; two | ||||||
15 | members appointed by the Minority Leader of the House of | ||||||
16 | Representatives; two members appointed by the President of the | ||||||
17 | Senate; and two members appointed by the Minority Leader of the | ||||||
18 | Senate; and be it further

19 | RESOLVED, That the Office of the Secretary of State shall | ||||||
20 | provide administrative and other support to the task force; the | ||||||
21 | members of the Task Force shall serve without compensation but | ||||||
22 | shall be reimbursed for actual expenses incurred in the | ||||||
23 | performance of their duties from funds appropriated to the | ||||||
24 | Office of the Secretary of State for that purpose; and be it |

2 | RESOLVED, That the Task Force shall meet no fewer than | ||||||
3 | three times and shall present its report and recommendations to | ||||||
4 | the General Assembly no later than December 31, 2014.
