Bill Title: Amends the Flag Display Act. Provides that a government official who, in the course of the official's duties, knowingly displays or knowingly causes to be displayed the United States national flag with the union down on government property, except as a signal of dire distress in instances of extreme danger to life or property, commits a Class 4 felony. Effective immediately.

SYNOPSIS AS INTRODUCED:
5 ILCS 465/12 new

Amends the Flag Display Act. Provides that a government official who, in the course of the official's duties, knowingly displays or knowingly causes to be displayed the United States national flag with the union down on government property, except as a signal of dire distress in instances of extreme danger to life or property, commits a Class 4 felony. 1 AN ACT concerning government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Flag Display Act is amended by adding
5Section 12 as follows:
6 (5 ILCS 465/12 new)
7 Sec. 12. Display of United States national flag by
8government official.
9 (a) The flag should never be displayed with the union
10down, except as a signal of dire distress in instances of
11extreme danger to life or property.
12 (b) A government official who, in the course of the
13official's duties, knowingly displays or knowingly causes to
14be displayed the United States national flag with the union
15down on government property, except as a signal of dire
16distress in instances of extreme danger to life or property,
17commits a Class 4 felony.
