Bill Title: Amends the School Code. Provides that, upon request of an alternative higher learning institution, the school board of Rockford School District 205 may award a diploma to any person who has not received a high school diploma but has received a high school equivalency certificate from the alternative higher learning institution, with conditions. Provides for rulemaking.

AN ACT concerning education.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The School Code is amended by adding Section
22-28 as follows:
(105 ILCS 5/22-28 new)
Sec. 22-28. High school equivalency certificate recipient;
diploma.
(a) Upon request of an alternative higher learning
institution, the school board of Rockford School District 205
may award a diploma to any person who:
(1) has not received a high school diploma but has
received a high school equivalency certificate under
Section 3-15.12 of this Code from the alternative higher
learning institution if the certificate was issued after
the effective date of this amendatory Act of the 99th
General Assembly and the institution is acceptable to the
school board; and
(2) meets any other requirements that the school board
may establish, including any course prerequisites.
(b) The State Board of Education and the Illinois Community
College Board may adopt any rules necessary to implement this
Section.
