Provides that, upon request of an alternative higher learning institution, the school board of Rockford School District 205 may award a diploma to any person who has not received a high school diploma but has received a high school equivalency certificate from the alternative higher learning institution, with conditions. Provides for rulemaking.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by adding Section
522-28 as follows:
6 (105 ILCS 5/22-28 new)
7 Sec. 22-28. High school equivalency certificate recipient;
8diploma.
9 (a) Upon request of an alternative higher learning
10institution, the school board of Rockford School District 205
11may award a diploma to any person who:
12 (1) has not received a high school diploma but has
13 received a high school equivalency certificate under
14 Section 3-15.12 of this Code from the alternative higher
15 learning institution if the certificate was issued after
16 the effective date of this amendatory Act of the 99th
17 General Assembly and the institution is acceptable to the
18 school board; and
19 (2) meets any other requirements that the school board
20 may establish, including any course prerequisites.
21 (b) The State Board of Education and the Illinois Community
22College Board may adopt any rules necessary to implement this
23Section.
