Bill Title: Amends the Animal Welfare Act. Provides that, as part of its annual renewal application, an animal shelter or animal control facility must report to the Department of Agriculture specific information concerning dogs and cats received from another state or country and specific information concerning disposition and manner of transfer of all dogs and cats that leave its facilities. Effective immediately.

1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Animal Welfare Act is amended by changing
5Section 7 as follows:
6 (225 ILCS 605/7) (from Ch. 8, par. 307)
7 Sec. 7. (a) Applications for renewal licenses shall be made
8to the Department, shall be in writing on forms prescribed by
9the Department, shall contain such information as will enable
10the Department to determine if the applicant is qualified to
11continue to hold a license and shall be accompanied by the
12required fee, which shall not be returnable.
13 (b) As part of its annual renewal application, an animal
14shelter or animal control facility shall report beginning
15inventory and intake and outcome statistics from the previous
16calendar year. The report of intake and outcome statistics
17shall include the following:
18 (1) The total number of dogs, cats, and other animals,
19 divided into species, taken in by the animal shelter or
20 animal control facility, in the following categories:
21 (a) surrendered by owner;
22 (b) stray;
23 (c) impounded other than stray;

1 (d) confiscated under the Humane Care for Animals
2 Act;
3 (e) transferred from other licensees within
4 Illinois;
5 (f) transferred into or imported from outside
6 Illinois;
7 (g) transferred into or imported from outside the
8 United States;
9 (h) born in the shelter or animal control facility.
10 (2) The total number of dogs, cats, or other animals,
11 divided by species, that leave its facilities, in the
12 following categories:
13 (a) returned to owners;
14 (b) placed or sold;
15 (c) euthanized;
16 (d) euthanized at the owner's request;
17 (e) died in custody;
18 (f) transferred to another licensed animal shelter
19 or animal control facility within the State;
20 (g) transferred to an out-of-state non-profit
21 animal shelter or facility;
22 (h) missing, stolen, or escaped;
23 (i) released in field or put into a program under
24 which animals are trapped, neutered, and released; and
25 (3) The ending inventory or shelter count per species
26 at the end of the last day of the year.

2 Section 99. Effective date. This Act takes effect January
