Bill Title: Amends the School Code. Provides that subsequent endorsements for the Professional Educator License shall require a minimum of 18 (currently, 24) semester hours of coursework in the endorsement area and passage of the applicable content area test, unless otherwise specified by rule. Provides that subsequent endorsements may also be granted through school districts for specific content areas and grade levels, which reflect approval to practice within that school district. Provides that a career and technical educator endorsement on an Educator License with Stipulations may be issued to an applicant who has a minimum of 60 semester hours of coursework from a regionally accredited institution of higher education or an accredited trade and technical institution and has a minimum of 1,000 (currently, 2,000) hours of experience outside of education in each area to be taught. Provides that school districts may establish professional development sequences that include a comprehensive review of content standards for subsequent approvals or endorsements that are consistent with other trainings or coursework approved by the State Board of Education for the addition of endorsements to Professional Educator Licenses. Effective immediately.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by changing Sections
521B-20 and 21B-25 as follows:
6 (105 ILCS 5/21B-20)
7 Sec. 21B-20. Types of licenses. The State Board of
8Education shall implement a system of educator licensure,
9whereby individuals employed in school districts who are
10required to be licensed must have one of the following
11licenses: (i) a professional educator license; (ii) an
12educator license with stipulations; (iii) a substitute
13teaching license; or (iv) until June 30, 2023, a short-term
14substitute teaching license. References in law regarding
15individuals certified or certificated or required to be
16certified or certificated under Article 21 of this Code shall
17also include individuals licensed or required to be licensed
18under this Article. The first year of all licenses ends on June
1930 following one full year of the license being issued.
20 The State Board of Education, in consultation with the
21State Educator Preparation and Licensure Board, may adopt such
22rules as may be necessary to govern the requirements for
23licenses and endorsements under this Section.

1 (1) Professional Educator License. Persons who (i)
2 have successfully completed an approved educator
3 preparation program and are recommended for licensure by
4 the Illinois institution offering the educator preparation
5 program, (ii) have successfully completed the required
6 testing under Section 21B-30 of this Code, (iii) have
7 successfully completed coursework on the psychology of,
8 the identification of, and the methods of instruction for
9 the exceptional child, including without limitation
10 children with learning disabilities, (iv) have
11 successfully completed coursework in methods of reading
12 and reading in the content area, and (v) have met all other
13 criteria established by rule of the State Board of
14 Education shall be issued a Professional Educator License.
15 All Professional Educator Licenses are valid until June 30
16 immediately following 5 years of the license being issued.
17 The Professional Educator License shall be endorsed with
18 specific areas and grade levels in which the individual is
19 eligible to practice. For an early childhood education
20 endorsement, an individual may satisfy the student
21 teaching requirement of his or her early childhood teacher
22 preparation program through placement in a setting with
23 children from birth through grade 2, and the individual
24 may be paid and receive credit while student teaching. The
25 student teaching experience must meet the requirements of
26 and be approved by the individual's early childhood

1 teacher preparation program.
2 Individuals can receive subsequent endorsements on the
3 Professional Educator License. Subsequent endorsements
4 shall require a minimum of 18 24 semester hours of
5 coursework in the endorsement area and passage of the
6 applicable content area test, unless otherwise specified
7 by rule. Subsequent endorsements may also be granted
8 through school districts for specific content areas and
9 grade levels, which reflect approval to practice within
10 that school district, as provided under Section 21B-25 of
11 this Code.
12 (2) Educator License with Stipulations. An Educator
13 License with Stipulations shall be issued an endorsement
14 that limits the license holder to one particular position
15 or does not require completion of an approved educator
16 program or both.
17 An individual with an Educator License with
18 Stipulations must not be employed by a school district or
19 any other entity to replace any presently employed teacher
20 who otherwise would not be replaced for any reason.
21 An Educator License with Stipulations may be issued
22 with the following endorsements:
23 (A) (Blank).
24 (B) Alternative provisional educator. An
25 alternative provisional educator endorsement on an
26 Educator License with Stipulations may be issued to an

1 applicant who, at the time of applying for the
2 endorsement, has done all of the following:
3 (i) Graduated from a regionally accredited
4 college or university with a minimum of a
5 bachelor's degree.
6 (ii) Successfully completed the first phase of
7 the Alternative Educator Licensure Program for
8 Teachers, as described in Section 21B-50 of this
9 Code.
10 (iii) Passed a content area test, as required
11 under Section 21B-30 of this Code.
12 The alternative provisional educator endorsement is
13 valid for 2 years of teaching and may be renewed for a
14 third year by an individual meeting the requirements set
15 forth in Section 21B-50 of this Code.
16 (C) Alternative provisional superintendent. An
17 alternative provisional superintendent endorsement on
18 an Educator License with Stipulations entitles the
19 holder to serve only as a superintendent or assistant
20 superintendent in a school district's central office.
21 This endorsement may only be issued to an applicant
22 who, at the time of applying for the endorsement, has
23 done all of the following:
24 (i) Graduated from a regionally accredited
25 college or university with a minimum of a master's
26 degree in a management field other than education.

1 (ii) Been employed for a period of at least 5
2 years in a management level position in a field
3 other than education.
4 (iii) Successfully completed the first phase
5 of an alternative route to superintendent
6 endorsement program, as provided in Section 21B-55
7 of this Code.
8 (iv) Passed a content area test required under
9 Section 21B-30 of this Code.
10 The endorsement is valid for 2 fiscal years in
11 order to complete one full year of serving as a
12 superintendent or assistant superintendent.
13 (D) (Blank).
14 (E) Career and technical educator. A career and
15 technical educator endorsement on an Educator License
16 with Stipulations may be issued to an applicant who
17 has a minimum of 60 semester hours of coursework from a
18 regionally accredited institution of higher education
19 or an accredited trade and technical institution and
20 has a minimum of 1,000 2,000 hours of experience
21 outside of education in each area to be taught.
22 Subsequent career and technical educator endorsements
23 may also be granted through school districts for
24 specific content areas and grade levels, which reflect
25 approval to practice within that school district, as
26 provided under Section 21B-25 of this Code.

1 The career and technical educator endorsement on
2 an Educator License with Stipulations is valid until
3 June 30 immediately following 5 years of the
4 endorsement being issued and may be renewed.
5 An individual who holds a valid career and
6 technical educator endorsement on an Educator License
7 with Stipulations but does not hold a bachelor's
8 degree may substitute teach in career and technical
9 education classrooms.
10 (F) Part-time provisional career and technical
11 educator or provisional career and technical educator.
12 A part-time provisional career and technical educator
13 endorsement or a provisional career and technical
14 educator endorsement on an Educator License with
15 Stipulations may be issued to an applicant who has a
16 minimum of 8,000 hours of work experience in the skill
17 for which the applicant is seeking the endorsement. It
18 is the responsibility of each employing school board
19 and regional office of education to provide
20 verification, in writing, to the State Superintendent
21 of Education at the time the application is submitted
22 that no qualified teacher holding a Professional
23 Educator License or an Educator License with
24 Stipulations with a career and technical educator
25 endorsement is available and that actual circumstances
26 require such issuance.

1 The provisional career and technical educator
2 endorsement on an Educator License with Stipulations
3 is valid until June 30 immediately following 5 years
4 of the endorsement being issued and may be renewed for
5 5 years.
6 A part-time provisional career and technical
7 educator endorsement on an Educator License with
8 Stipulations may be issued for teaching no more than 2
9 courses of study for grades 6 through 12. The
10 part-time provisional career and technical educator
11 endorsement on an Educator License with Stipulations
12 is valid until June 30 immediately following 5 years
13 of the endorsement being issued and may be renewed for
14 5 years if the individual makes application for
15 renewal.
16 An individual who holds a provisional or part-time
17 provisional career and technical educator endorsement
18 on an Educator License with Stipulations but does not
19 hold a bachelor's degree may substitute teach in
20 career and technical education classrooms.
21 (G) Transitional bilingual educator. A
22 transitional bilingual educator endorsement on an
23 Educator License with Stipulations may be issued for
24 the purpose of providing instruction in accordance
25 with Article 14C of this Code to an applicant who
26 provides satisfactory evidence that he or she meets

1 all of the following requirements:
2 (i) Possesses adequate speaking, reading, and
3 writing ability in the language other than English
4 in which transitional bilingual education is
5 offered.
6 (ii) Has the ability to successfully
7 communicate in English.
8 (iii) Either possessed, within 5 years
9 previous to his or her applying for a transitional
10 bilingual educator endorsement, a valid and
11 comparable teaching certificate or comparable
12 authorization issued by a foreign country or holds
13 a degree from an institution of higher learning in
14 a foreign country that the State Educator
15 Preparation and Licensure Board determines to be
16 the equivalent of a bachelor's degree from a
17 regionally accredited institution of higher
18 learning in the United States.
19 A transitional bilingual educator endorsement
20 shall be valid for prekindergarten through grade 12,
21 is valid until June 30 immediately following 5 years
22 of the endorsement being issued, and shall not be
23 renewed.
24 Persons holding a transitional bilingual educator
25 endorsement shall not be employed to replace any
26 presently employed teacher who otherwise would not be

1 replaced for any reason.
2 (H) Language endorsement. In an effort to
3 alleviate the shortage of teachers speaking a language
4 other than English in the public schools, an
5 individual who holds an Educator License with
6 Stipulations may also apply for a language
7 endorsement, provided that the applicant provides
8 satisfactory evidence that he or she meets all of the
9 following requirements:
10 (i) Holds a transitional bilingual
11 endorsement.
12 (ii) Has demonstrated proficiency in the
13 language for which the endorsement is to be issued
14 by passing the applicable language content test
15 required by the State Board of Education.
16 (iii) Holds a bachelor's degree or higher from
17 a regionally accredited institution of higher
18 education or, for individuals educated in a
19 country other than the United States, holds a
20 degree from an institution of higher learning in a
21 foreign country that the State Educator
22 Preparation and Licensure Board determines to be
23 the equivalent of a bachelor's degree from a
24 regionally accredited institution of higher
25 learning in the United States.
26 (iv) (Blank).

1 A language endorsement on an Educator License with
2 Stipulations is valid for prekindergarten through
3 grade 12 for the same validity period as the
4 individual's transitional bilingual educator
5 endorsement on the Educator License with Stipulations
6 and shall not be renewed.
7 (I) Visiting international educator. A visiting
8 international educator endorsement on an Educator
9 License with Stipulations may be issued to an
10 individual who is being recruited by a particular
11 school district that conducts formal recruitment
12 programs outside of the United States to secure the
13 services of qualified teachers and who meets all of
14 the following requirements:
15 (i) Holds the equivalent of a minimum of a
16 bachelor's degree issued in the United States.
17 (ii) Has been prepared as a teacher at the
18 grade level for which he or she will be employed.
19 (iii) Has adequate content knowledge in the
20 subject to be taught.
21 (iv) Has an adequate command of the English
22 language.
23 A holder of a visiting international educator
24 endorsement on an Educator License with Stipulations
25 shall be permitted to teach in bilingual education
26 programs in the language that was the medium of

1 instruction in his or her teacher preparation program,
2 provided that he or she passes the English Language
3 Proficiency Examination or another test of writing
4 skills in English identified by the State Board of
5 Education, in consultation with the State Educator
6 Preparation and Licensure Board.
7 A visiting international educator endorsement on
8 an Educator License with Stipulations is valid for 5
9 years and shall not be renewed.
10 (J) Paraprofessional educator. A paraprofessional
11 educator endorsement on an Educator License with
12 Stipulations may be issued to an applicant who holds a
13 high school diploma or its recognized equivalent and
14 either holds an associate's degree or a minimum of 60
15 semester hours of credit from a regionally accredited
16 institution of higher education or has passed a
17 paraprofessional competency test under subsection
18 (c-5) of Section 21B-30. The paraprofessional educator
19 endorsement is valid until June 30 immediately
20 following 5 years of the endorsement being issued and
21 may be renewed through application and payment of the
22 appropriate fee, as required under Section 21B-40 of
23 this Code. An individual who holds only a
24 paraprofessional educator endorsement is not subject
25 to additional requirements in order to renew the
26 endorsement.

1 (K) Chief school business official. A chief school
2 business official endorsement on an Educator License
3 with Stipulations may be issued to an applicant who
4 qualifies by having a master's degree or higher, 2
5 years of full-time administrative experience in school
6 business management or 2 years of university-approved
7 practical experience, and a minimum of 24 semester
8 hours of graduate credit in a program approved by the
9 State Board of Education for the preparation of school
10 business administrators and by passage of the
11 applicable State tests, including an applicable
12 content area test.
13 The chief school business official endorsement may
14 also be affixed to the Educator License with
15 Stipulations of any holder who qualifies by having a
16 master's degree in business administration, finance,
17 accounting, or public administration and who completes
18 an additional 6 semester hours of internship in school
19 business management from a regionally accredited
20 institution of higher education and passes the
21 applicable State tests, including an applicable
22 content area test. This endorsement shall be required
23 for any individual employed as a chief school business
24 official.
25 The chief school business official endorsement on
26 an Educator License with Stipulations is valid until

1 June 30 immediately following 5 years of the
2 endorsement being issued and may be renewed if the
3 license holder completes renewal requirements as
4 required for individuals who hold a Professional
5 Educator License endorsed for chief school business
6 official under Section 21B-45 of this Code and such
7 rules as may be adopted by the State Board of
8 Education.
9 The State Board of Education shall adopt any rules
10 necessary to implement Public Act 100-288.
11 (L) Provisional in-state educator. A provisional
12 in-state educator endorsement on an Educator License
13 with Stipulations may be issued to a candidate who has
14 completed an Illinois-approved educator preparation
15 program at an Illinois institution of higher education
16 and who has not successfully completed an
17 evidence-based assessment of teacher effectiveness but
18 who meets all of the following requirements:
19 (i) Holds at least a bachelor's degree.
20 (ii) Has completed an approved educator
21 preparation program at an Illinois institution.
22 (iii) Has passed an applicable content area
23 test, as required by Section 21B-30 of this Code.
24 (iv) Has attempted an evidence-based
25 assessment of teacher effectiveness and received a
26 minimum score on that assessment, as established

1 by the State Board of Education in consultation
2 with the State Educator Preparation and Licensure
3 Board.
4 A provisional in-state educator endorsement on an
5 Educator License with Stipulations is valid for one
6 full fiscal year after the date of issuance and may not
7 be renewed.
8 (M) (Blank).
9 (N) Specialized services. A specialized services
10 endorsement on an Educator License with Stipulations
11 may be issued as defined and specified by rule.
12 (3) Substitute Teaching License. A Substitute Teaching
13 License may be issued to qualified applicants for
14 substitute teaching in all grades of the public schools,
15 prekindergarten through grade 12. Substitute Teaching
16 Licenses are not eligible for endorsements. Applicants for
17 a Substitute Teaching License must hold a bachelor's
18 degree or higher from a regionally accredited institution
19 of higher education.
20 Substitute Teaching Licenses are valid for 5 years.
21 Substitute Teaching Licenses are valid for substitute
22 teaching in every county of this State. If an individual
23 has had his or her Professional Educator License or
24 Educator License with Stipulations suspended or revoked,
25 then that individual is not eligible to obtain a
26 Substitute Teaching License.

1 A substitute teacher may only teach in the place of a
2 licensed teacher who is under contract with the employing
3 board. If, however, there is no licensed teacher under
4 contract because of an emergency situation, then a
5 district may employ a substitute teacher for no longer
6 than 30 calendar days per each vacant position in the
7 district if the district notifies the appropriate regional
8 office of education within 5 business days after the
9 employment of the substitute teacher in the emergency
10 situation. An emergency situation is one in which an
11 unforeseen vacancy has occurred and (i) a teacher is
12 unable to fulfill his or her contractual duties or (ii)
13 teacher capacity needs of the district exceed previous
14 indications, and the district is actively engaged in
15 advertising to hire a fully licensed teacher for the
16 vacant position.
17 There is no limit on the number of days that a
18 substitute teacher may teach in a single school district,
19 provided that no substitute teacher may teach for longer
20 than 90 school days for any one licensed teacher under
21 contract in the same school year. A substitute teacher who
22 holds a Professional Educator License or Educator License
23 with Stipulations shall not teach for more than 120 school
24 days for any one licensed teacher under contract in the
25 same school year. The limitations in this paragraph (3) on
26 the number of days a substitute teacher may be employed do

1 not apply to any school district operating under Article
2 34 of this Code.
3 A school district may not require an individual who
4 holds a valid Professional Educator License or Educator
5 License with Stipulations to seek or hold a Substitute
6 Teaching License to teach as a substitute teacher.
7 (4) Short-Term Substitute Teaching License. Beginning
8 on July 1, 2018 and until June 30, 2023, the State Board of
9 Education may issue a Short-Term Substitute Teaching
10 License. A Short-Term Substitute Teaching License may be
11 issued to a qualified applicant for substitute teaching in
12 all grades of the public schools, prekindergarten through
13 grade 12. Short-Term Substitute Teaching Licenses are not
14 eligible for endorsements. Applicants for a Short-Term
15 Substitute Teaching License must hold an associate's
16 degree or have completed at least 60 credit hours from a
17 regionally accredited institution of higher education.
18 Short-Term Substitute Teaching Licenses are valid for
19 substitute teaching in every county of this State. If an
20 individual has had his or her Professional Educator
21 License or Educator License with Stipulations suspended or
22 revoked, then that individual is not eligible to obtain a
23 Short-Term Substitute Teaching License.
24 The provisions of Sections 10-21.9 and 34-18.5 of this
25 Code apply to short-term substitute teachers.
26 An individual holding a Short-Term Substitute Teaching

1 License may teach no more than 5 consecutive days per
2 licensed teacher who is under contract. For teacher
3 absences lasting 6 or more days per licensed teacher who
4 is under contract, a school district may not hire an
5 individual holding a Short-Term Substitute Teaching
6 License. An individual holding a Short-Term Substitute
7 Teaching License must complete the training program under
8 Section 10-20.67 or 34-18.60 of this Code to be eligible
9 to teach at a public school. This paragraph (4) is
10 inoperative on and after July 1, 2023.

16 Sec. 21B-25. Endorsement on licenses. All licenses issued
17under paragraph (1) of Section 21B-20 of this Code shall be
18specifically endorsed by the State Board of Education for each
19content area, school support area, and administrative area for
20which the holder of the license is qualified. Recognized
21institutions approved to offer educator preparation programs
22and school districts shall be trained to add approvals or
23endorsements to licenses issued to applicants who meet all of
24the requirements for the approval, approvals, endorsement, or
25endorsements, including passing any required tests. School

1districts may establish professional development sequences
2that include a comprehensive review of content standards for
3subsequent approvals or endorsements that are consistent with
4other trainings or coursework approved by the State Board of
5Education for the addition of endorsements to Professional
6Educator Licenses under this Section. The State Superintendent
7of Education shall randomly audit institutions to ensure that
8all rules and standards are being followed for entitlement or
9when endorsements are being recommended.
10 (1) The State Board of Education, in consultation with
11 the State Educator Preparation and Licensure Board, shall
12 establish, by rule, the grade level and subject area
13 endorsements to be added to the Professional Educator
14 License. These rules shall outline the requirements for
15 obtaining each endorsement.
16 (2) In addition to any and all grade level and content
17 area endorsements developed by rule, the State Board of
18 Education, in consultation with the State Educator
19 Preparation and Licensure Board, shall develop the
20 requirements for the following endorsements:
21 (A) (Blank).
22 (B) Principal endorsement. A principal endorsement
23 shall be affixed to a Professional Educator License of
24 any holder who qualifies by having all of the
25 following:
26 (i) Successful completion of a principal

1 preparation program approved in accordance with
2 Section 21B-60 of this Code and any applicable
3 rules.
4 (ii) At least 4 total years of teaching or 4
5 total years of working in the capacity of school
6 support personnel in an Illinois public school or
7 nonpublic school recognized by the State Board of
8 Education, in a school under the supervision of
9 the Department of Corrections, or in an
10 out-of-state public school or out-of-state
11 nonpublic school meeting out-of-state recognition
12 standards comparable to those approved by the
13 State Superintendent of Education; however, the
14 State Board of Education, in consultation with the
15 State Educator Preparation and Licensure Board,
16 shall allow, by rules, for fewer than 4 years of
17 experience based on meeting standards set forth in
18 such rules, including without limitation a review
19 of performance evaluations or other evidence of
20 demonstrated qualifications.
21 (iii) A master's degree or higher from a
22 regionally accredited college or university.
23 (C) Chief school business official endorsement. A
24 chief school business official endorsement shall be
25 affixed to the Professional Educator License of any
26 holder who qualifies by having a master's degree or

1 higher, 2 years of full-time administrative experience
2 in school business management or 2 years of
3 university-approved practical experience, and a
4 minimum of 24 semester hours of graduate credit in a
5 program approved by the State Board of Education for
6 the preparation of school business administrators and
7 by passage of the applicable State tests. The chief
8 school business official endorsement may also be
9 affixed to the Professional Educator License of any
10 holder who qualifies by having a master's degree in
11 business administration, finance, accounting, or
12 public administration and who completes an additional
13 6 semester hours of internship in school business
14 management from a regionally accredited institution of
15 higher education and passes the applicable State
16 tests. This endorsement shall be required for any
17 individual employed as a chief school business
18 official.
19 (D) Superintendent endorsement. A superintendent
20 endorsement shall be affixed to the Professional
21 Educator License of any holder who has completed a
22 program approved by the State Board of Education for
23 the preparation of superintendents of schools, has had
24 at least 2 years of experience employed full-time in a
25 general administrative position or as a full-time

1 school business official in the public schools or in a
2 State-recognized nonpublic school in which the chief
3 administrator is required to have the licensure
4 necessary to be a principal in a public school in this
5 State and where a majority of the teachers are
6 required to have the licensure necessary to be
7 instructors in a public school in this State, and has
8 passed the required State tests; or of any holder who
9 has completed a program that is not an
10 Illinois-approved educator preparation program at an
11 Illinois institution of higher education and that has
12 recognition standards comparable to those approved by
13 the State Superintendent of Education and holds the
14 general administrative, principal, or chief school
15 business official endorsement and who has had 2 years
16 of experience as a principal, director of special
17 education, or chief school business official while
18 holding a valid educator license or certificate
19 comparable in validity and educational and experience
20 requirements and has passed the appropriate State
21 tests, as provided in Section 21B-30 of this Code. The
22 superintendent endorsement shall allow individuals to
23 serve only as a superintendent or assistant
24 superintendent.
25 (E) Teacher leader endorsement. It shall be the
26 policy of this State to improve the quality of

1 instructional leaders by providing a career pathway
2 for teachers interested in serving in leadership
3 roles, but not as principals. The State Board of
4 Education, in consultation with the State Educator
5 Preparation and Licensure Board, may issue a teacher
6 leader endorsement under this subdivision (E). Persons
7 who meet and successfully complete the requirements of
8 the endorsement shall be issued a teacher leader
9 endorsement on the Professional Educator License for
10 serving in schools in this State. Teacher leaders may
11 qualify to serve in such positions as department
12 chairs, coaches, mentors, curriculum and instruction
13 leaders, or other leadership positions as defined by
14 the district. The endorsement shall be available to
15 those teachers who (i) hold a Professional Educator
16 License, (ii) hold a master's degree or higher from a
17 regionally accredited institution, (iii) have
18 completed a program of study that has been approved by
19 the State Board of Education, in consultation with the
20 State Educator Preparation and Licensure Board, and
21 (iv) have successfully demonstrated competencies as
22 defined by rule.
23 A teacher who meets the requirements set forth in
24 this Section and holds a teacher leader endorsement
25 may evaluate teachers pursuant to Section 24A-5 of
26 this Code, provided that the individual has completed

1 the evaluation component required by Section 24A-3 of
2 this Code and a teacher leader is allowed to evaluate
3 personnel under the respective school district's
4 collective bargaining agreement.
5 The State Board of Education, in consultation with
6 the State Educator Preparation and Licensure Board,
7 may adopt such rules as may be necessary to establish
8 and implement the teacher leader endorsement program
9 and to specify the positions for which this
10 endorsement shall be required.
11 (F) Special education endorsement. A special
12 education endorsement in one or more areas shall be
13 affixed to a Professional Educator License for any
14 individual that meets those requirements established
15 by the State Board of Education in rules. Special
16 education endorsement areas shall include without
17 limitation the following:
18 (i) Learning Behavior Specialist I;
19 (ii) Learning Behavior Specialist II;
20 (iii) Speech Language Pathologist;
21 (iv) Blind or Visually Impaired;
22 (v) Deaf-Hard of Hearing;
23 (vi) Early Childhood Special Education; and
24 (vii) Director of Special Education.
25 Notwithstanding anything in this Code to the contrary,
26 the State Board of Education, in consultation with the

1 State Educator Preparation and Licensure Board, may
2 add additional areas of special education by rule.
3 (G) School support personnel endorsement. School
4 support personnel endorsement areas shall include, but
5 are not limited to, school counselor, marriage and
6 family therapist, school psychologist, school speech
7 and language pathologist, school nurse, and school
8 social worker. This endorsement is for individuals who
9 are not teachers or administrators, but still require
10 licensure to work in an instructional support position
11 in a public or State-operated elementary school,
12 secondary school, or cooperative or joint agreement
13 with a governing body or board of control or a charter
14 school operating in compliance with the Charter
15 Schools Law. The school support personnel endorsement
16 shall be affixed to the Professional Educator License
17 and shall meet all of the requirements established in
18 any rules adopted to implement this subdivision (G).
19 The holder of such an endorsement is entitled to all of
20 the rights and privileges granted holders of any other
21 Professional Educator License, including teacher
22 benefits, compensation, and working conditions.

1 Section 99. Effective date. This Act takes effect upon
