Bill Title: Amends the State Police Act. Provides that an Illinois State Police officer may use a patrol vehicle to transport a sick or injured person if an ambulance or specialized emergency medical service vehicle is not available or on-scene, or a medical emergency exists. Exempts the Illinois State Police and the State Police officer from liability for an act or omission in providing medical emergency transportation, unless the act or omission constitutes willful or wanton misconduct.

Amends the State Police Act. AN ACT concerning State government.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The State Police Act is amended by adding
Section 50 as follows:
(20 ILCS 2610/50 new)
Sec. 50. Medical emergency transportation.
(a) A State Police officer may use a patrol vehicle to
transport a sick or injured person if an ambulance or
specialized emergency medical service vehicle is not available
or on-scene, or a medical emergency exists.
(b) If a State Police officer transports a sick or injured
person under this Section, neither the Illinois State Police
nor the State Police officer shall be liable as a result the
State Police officer's act or omission in providing medical
emergency transportation, including any assistance related
thereto, unless the act or omission constitutes willful and
wanton misconduct.
(c) As used in this Section:
"Ambulance" has the meaning defined in Section 3.85 of the
Emergency Medical Services (EMS) Systems Act.
"Medical emergency" means a person is in need of immediate
medical attention for a sickness or injury and delay in

receiving that attention may endanger his or her life.
"Specialized emergency medical services vehicle" has the
meaning defined in Section 3.85 of the Emergency Medical
Services (EMS) Systems Act.
