Bill Title: Amends the State Officials and Employees Ethics Act. Makes it a violation of the Act for an executive branch constitutional officer or a General Assembly member intentionally to discuss campaign fundraising with (i) those persons with State contract bids, offers, proposals, or responses pending with a State agency under the officer's or member's jurisdiction; (ii) applicants for State employment with the officer or member or with a State agency under the officer's or member's jurisdiction; or (iii) those persons with personal or financial interests in pending government activities or outcomes within the officer's or member's jurisdiction, control, or influence.

AN ACT concerning government.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The State Officials and Employees Ethics Act is
amended by adding Section 5-65 as follows:
(5 ILCS 430/5-65 new)
Sec. 5-65. Fundraising discussions. It is a violation of
this Act for an officer or member intentionally to discuss
fundraising of campaign contributions with (i) a natural person
or entity whose submitted State contract bid, offer, proposal,
or request-for-information response is pending with a State
agency under the jurisdiction of the officer or member; (ii) an
applicant for State employment with the officer or member or
with a State agency under the jurisdiction of the officer or
member; or (iii) a natural person or entity with a personal or
financial interest in a pending government activity or outcome
within the jurisdiction, control, or influence of the officer
or member.
