Bill Title: Amends the Department of Public Health Power and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department of Public Health shall conduct a study to assess the feasibility of implementation of electronic birth certificates. Provides that the study shall determine any costs and an estimated timeline associated with the implementation of electronic birth certificates. Provides that the study is due to the General Assembly no later than December 31, 2026. Effective immediately.

2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Department of Public Health Powers and | |||||||||||||||||||
5 | Duties Law of the Civil Administrative Code of Illinois is | |||||||||||||||||||
6 | amended by adding Section 2310-730 as follows:

7 | (20 ILCS 2310/2310-730 new) | |||||||||||||||||||
8 | Sec. 2310-730. Electronic Birth Certificate Study. | |||||||||||||||||||
9 | (a) The Department of Public Health shall conduct a study | |||||||||||||||||||
10 | to assess the feasibility of implementation of electronic | |||||||||||||||||||
11 | birth certificates in the State of Illinois. The study shall | |||||||||||||||||||
12 | determine any costs associated with the implementation of | |||||||||||||||||||
13 | electronic birth certificates and provide an estimated time | |||||||||||||||||||
14 | line associated with implementation under this Act. | |||||||||||||||||||
15 | (b) The feasibility study shall be filed with the General | |||||||||||||||||||
16 | Assembly no later than December 31, 2026.
