AMENDMENT TO HOUSE BILL 4910
2 AMENDMENT NO. ______. Amend House Bill 4910 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The Public Community College Act is amended by
5adding Section 3-53 as follows:
6 (110 ILCS 805/3-53 new)
7 Sec. 3-53. Private-public partnership boards.
8 (a) In this Section:
9 "Advanced manufacturing technology" means a program of
10study that leads students to an industry certification,
11diploma, degree, or combination of these in skills and
12competencies needed by manufacturers.
13 "Industry certification" means an industry-recognized
14credential that is (i) industry created, (ii) nationally
15portable, (iii) third-party-validated by either the
16International Organization for Standardization or the American

1National Standards Institute and is data-based and supported.
2 "Institution" means a public high school or community
3college, including a community college in a community college
4district to which Article 7 of this Act applies, that offers
5instruction in advanced manufacturing technology for credit
6towards a degree.
7 "Private-public partnership board" means a formal group of
8volunteers within a community college district that may be
9comprised of some, but not necessarily all, of the following:
10local and regional manufacturers, applicable labor unions,
11community college officials, school district superintendents,
12high school principals, workforce investment boards, or other
13individuals willing to participate.
14 (b) The creation of a private-public partnership board is
15encouraged and may be authorized at each community college. A
16board, if created, shall:
17 (1) be minimally comprised of those entities described
18 in subsection (a) of this Section;
19 (2) be led cooperatively by a manufacturer, a school
20 district superintendent, and a community college president
21 or their designees;
22 (3) meet no less than 4 times each year during State
23 fiscal years 2015 and 2016 and thereafter no less than
24 twice each State fiscal year;
25 (4) encourage and define the implementation of
26 programs of study in advanced manufacturing technology to

1 meet the competency and skill demands of manufacturers;
2 (5) define a minimum of 4 programs of study in advanced
3 manufacturing technology to meet the needs of the broadest
4 number of manufacturers in the area;
5 (6) encourage formal alignment and dual-credit
6 opportunities for high school students who begin advanced
7 manufacturing technology training to transition to
8 community college programs of study in advanced
9 manufacturing technology; and
10 (7) establish, as its foundation, the certified
11 production technician credential offered by the
12 Manufacturing Skill Standards Council or its successor
13 entity.
14 Section 99. Effective date. This Act takes effect upon
15becoming law.".
