Bill Title: Amends the Criminal Code of 2012. Creates the offense of unlawful use of a three-dimensional printer to create a firearm. Provides that a person commits the offense when he or she uses a three-dimensional printer to create a firearm, or any piece or part of a firearm, unless the person possesses a license to manufacture firearms under the federal Gun Control Act of 1968. Provides that a violation is a Class A misdemeanor.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Criminal Code of 2012 is amended by adding | ||||||||||||||||||||||||
5 | Section 24-2.3 as follows:

6 | (720 ILCS 5/24-2.3 new) | ||||||||||||||||||||||||
7 | Sec. 24-2.3. Unlawful use of a three-dimensional printer to | ||||||||||||||||||||||||
8 | create a firearm. | ||||||||||||||||||||||||
9 | (a) As used in this Section, "three-dimensional printer" | ||||||||||||||||||||||||
10 | means a computer-driven machine capable of producing
a | ||||||||||||||||||||||||
11 | three-dimensional object from a digital model. | ||||||||||||||||||||||||
12 | (b) A person commits unlawful use of a three-dimensional | ||||||||||||||||||||||||
13 | printer to create a firearm when he or she uses a | ||||||||||||||||||||||||
14 | three-dimensional printer to create a firearm, or any
piece or | ||||||||||||||||||||||||
15 | part of a firearm, unless the person possesses a license to | ||||||||||||||||||||||||
16 | manufacture firearms
under subsection (a) of Section 923 of the | ||||||||||||||||||||||||

18 | (c) Sentence. Unlawful use of a three-dimensional printer | ||||||||||||||||||||||||
