Bill Title: Amends the Criminal Code of 2012. Creates the offense of unlawful use of a three-dimensional printer to create a firearm. Provides that a person commits the offense when he or she uses a three-dimensional printer to create a firearm, or any piece or part of a firearm, unless the person possesses a license to manufacture firearms under the federal Gun Control Act of 1968. Provides that a violation is a Class A misdemeanor.

SYNOPSIS AS INTRODUCED:
720 ILCS 5/24-2.3 new

Amends the Criminal Code of 2012. Creates the offense of unlawful use of a three-dimensional printer to create a firearm. Provides that a person commits the offense when he or she uses a three-dimensional printer to create a firearm, or any piece or part of a firearm, unless the person possesses a license to manufacture firearms under the federal Gun Control Act of 1968. 1 AN ACT concerning criminal law.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Criminal Code of 2012 is amended by adding
5Section 24-2.3 as follows:
6 (720 ILCS 5/24-2.3 new)
7 Sec. 24-2.3. Unlawful use of a three-dimensional printer to
8create a firearm.
9 (a) As used in this Section, "three-dimensional printer"
10means a computer-driven machine capable of producing a
11three-dimensional object from a digital model.
12 (b) A person commits unlawful use of a three-dimensional
13printer to create a firearm when he or she uses a
14three-dimensional printer to create a firearm, or any piece or
15part of a firearm, unless the person possesses a license to
16manufacture firearms under subsection (a) of Section 923 of the
17federal Gun Control Act of 1968 (18 U.S.C. 923(a)).
18 (c) Sentence. Unlawful use of a three-dimensional printer
19to create a firearm is a Class A misdemeanor.
