Bill Title: Amends various Acts relating to the governance of public universities in Illinois and the Public Community College Act. With respect to students of a public university or community college who participate in an interscholastic, institution-sponsored, or institution-supported athletic activity, provides that if the athletes for a particular athletic activity are required to wear uniform articles of clothing, whether during practice, during competition, or at any other time, the articles of clothing must be manufactured in the United States. Provides that the Board of Higher Education and the Illinois Community College Board may adopt any rules necessary to implement and administer these provisions. Effective immediately.

AMENDMENT TO HOUSE BILL 4559
2 AMENDMENT NO. ______. Amend House Bill 4559 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The University of Illinois Act is amended by
5adding Section 90 as follows:
6 (110 ILCS 305/90 new)
7 Sec. 90. Athletic uniform and equipment reporting
8requirements.
9 (a) In this Section:
10 "Articles of clothing" means items worn to cover any part
11of the body, including without limitation headgear,
12sweatbands, socks, and footwear.
13 "Athletes" means students of the university who
14participate in an interscholastic, university-sponsored, or
15university-supported athletic activity.
16 "Headgear" means a helmet, hat, or any other item worn on

1the head.
2 "Sports equipment" means any object needed to participate
3in an interscholastic, university-sponsored, or
4university-supported athletic activity, including without
5limitation a ball, disc, bat, stick, club, or racquet. "Sports
6equipment" does not include sports equipment that an athlete
7owns, unless the athlete is required to purchase a particular
8manufacturer's sports equipment.
9 (b) Each year, on or before October 1, the university shall
10report to the Board of Higher Education all of the following
11information:
12 (1) The location of final assembly of those uniform
13 articles of clothing athletes for a particular athletic
14 activity are required to wear, whether during practice,
15 during competition, or at any other time.
16 (2) The location of final assembly of sports equipment
17 used by athletes.
18 (3) Whether the university has entered into a contract
19 to provide uniform articles of clothing or sports equipment
20 under item (1) or (2) of this subsection (b), the parties
21 to that contract, the duration of that contract, and the
22 amount the university must pay under that contract.
23 (4) The total amount the university is paying for
24 uniform articles of clothing or sports equipment under item
25 (1) or (2) of this subsection (b).
26 (c) Each year, the Board of Higher Education shall compile

1the information reported under subsection (b) of this Section
2and post that information on its Internet website on or before
3December 1.
4 The Board of Higher Education may adopt any rules necessary
5to implement and administer this Section.
6 Section 10. The Southern Illinois University Management
7Act is amended by adding Section 75 as follows:
8 (110 ILCS 520/75 new)
9 Sec. 75. Athletic uniform and equipment reporting
10requirements.
11 (a) In this Section:
12 "Articles of clothing" means items worn to cover any part
13of the body, including without limitation headgear,
14sweatbands, socks, and footwear.
15 "Athletes" means students of the university who
16participate in an interscholastic, university-sponsored, or
17university-supported athletic activity.
18 "Headgear" means a helmet, hat, or any other item worn on
19the head.
20 "Sports equipment" means any object needed to participate
21in an interscholastic, university-sponsored, or
22university-supported athletic activity, including without
23limitation a ball, disc, bat, stick, club, or racquet. "Sports
24equipment" does not include sports equipment that an athlete

13 Sec. 3-29.11. Athletic uniform and equipment reporting
14requirements.
15 (a) In this Section:
16 "Articles of clothing" means items worn to cover any part
17of the body, including without limitation headgear,
18sweatbands, socks, and footwear.
19 "Athletes" means students of a community college who
20participate in an interscholastic, college-sponsored, or
21college-supported athletic activity.
22 "Headgear" means a helmet, hat, or any other item worn on
23the head.
24 "Sports equipment" means any object needed to participate

1in an interscholastic, college-sponsored, or college-supported
2athletic activity, including without limitation a ball, disc,

7 (b) Each year, on or before October 1, a community college
8district shall report to the State Board all of the following
9information:
10 (1) The location of final assembly of those uniform
11 articles of clothing athletes for a particular athletic
12 activity are required to wear, whether during practice,
13 during competition, or at any other time.
14 (2) The location of final assembly of sports equipment
15 used by athletes.
16 (3) Whether a community college has entered into a
17 contract to provide uniform articles of clothing or sports
18 equipment under item (1) or (2) of this subsection (b), the
19 parties to that contract, the duration of that contract,
20 and the amount the community college must pay under that
21 contract.
22 (4) The total amount a community college is paying for
23 uniform articles of clothing or sports equipment under item
24 (1) or (2) of this subsection (b).
25 (c) Each year, the State Board shall compile the
26information reported under subsection (b) of this Section and

1post that information on its Internet website on or before
2December 1.
3 The State Board may adopt any rules necessary to implement
4and administer this Section.
5 Section 99. Effective date. This Act takes effect upon
6becoming law.".
