Bill Title: Amends the Illinois Procurement Code. Provides that for any project under a construction contract, the contract shall require that, to the extent practicable, at least 10% of man-hours performing construction services be performed by individuals who reside in areas of poverty. Requires the Department of Central Management Services to annually release a list of areas of poverty that meet the requirements.

| 1 | AN ACT concerning finance.
| ||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||
| 3 | represented in the General Assembly:
| ||||||
| 4 | Section 5. The Illinois Procurement Code is amended by | ||||||
| 5 | adding Section 30-40 as follows:
| ||||||
| 6 | (30 ILCS 500/30-40 new) | ||||||
| 7 | Sec. 30-40. Construction project man-hour requirements. | ||||||
| 8 | For any project under a construction contract subject to this | ||||||
| 9 | Article, the contract shall require that, to the extent | ||||||
| 10 | practicable, at least 10% of man-hours performing construction | ||||||
| 11 | services be performed by individuals who reside in areas of | ||||||
| 12 | poverty. | ||||||
| 13 | The Department of Central Management Services shall | ||||||
| 14 | annually release a list of areas of poverty that meet the | ||||||
| 15 | requirements of this Section. | ||||||
| 16 | As used in this Section, "areas of poverty" means areas, as | ||||||
| 17 | determined by federal census tracts, where 20% or more of the | ||||||
| 18 | individuals who live in the census tract have lived at or below | ||||||
| 19 | 150% of the federal poverty level, as determined by the U.S. | ||||||
| 20 | Department of Health and Human Services, for the last 30 years.
