Bill Title: Amends the Township Code. In provisions concerning meetings for examining and auditing the township and road district accounts, declaring a vacancy, or for adopting rules, provides that a township board may hold a special meeting for those purposes (rather than the board may meet at other times as they determine). Limits the calling of specified meetings upon the request of the supervisor or any 2 board members to meetings for the sole purpose of compliance with the requirement to examine and audit township and road district accounts. Provides for notice requirements for board members and that public notice of the meeting shall be provided in the same manner as special meetings of the board. Effective immediately.

1 | AN ACT concerning local government.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:
| |||||||||||||||||||
4 | Section 5. The Township Code is amended by changing Section | |||||||||||||||||||
5 | 80-10 as follows:
| |||||||||||||||||||
6 | (60 ILCS 1/80-10)
| |||||||||||||||||||
7 | Sec. 80-10. Board meetings; township and road district | |||||||||||||||||||
8 | accounts.
| |||||||||||||||||||
9 | (a) The township board shall meet at the township clerk's | |||||||||||||||||||
10 | office for the
purpose of examining and auditing the township | |||||||||||||||||||
11 | and road district accounts
before any bills (other than general | |||||||||||||||||||
12 | assistance, obligations for Social
Security taxes as required | |||||||||||||||||||
13 | by the Social Security Enabling Act, and wages that
are subject | |||||||||||||||||||
14 | to the Illinois Wage Payment and Collection Act, or other | |||||||||||||||||||
15 | expenses determined by the township board by resolution) are | |||||||||||||||||||
16 | paid, provided that payments made pursuant to a board | |||||||||||||||||||
17 | resolution shall be reviewed and verified at the next meeting. | |||||||||||||||||||
18 | The
board may hold a special meeting for the sole purpose of | |||||||||||||||||||
19 | compliance with this subsection and subsections (b), (c), and | |||||||||||||||||||
20 | (d) meet at other times as they determine . The township board | |||||||||||||||||||
21 | may
consider and approve bills individually or in a summary | |||||||||||||||||||
22 | statement of any
number of bills.

23 | (b) Upon the request of the supervisor or of any 2 board |
| |||||||
| |||||||
1 | members, the
township clerk shall call a special meeting for | ||||||
2 | the purpose of compliance with subsection (a). The special | ||||||
3 | meeting at the time requested and shall be furnished furnish to
| ||||||
4 | the board members at least 48 hours before hours' notice of the | ||||||
5 | meeting. Public notice of a meeting under this Section shall be | ||||||
6 | provided under Section 35-10.
| ||||||
7 | (c) The township board may declare a vacancy in the office | ||||||
8 | of township
supervisor or trustee if the supervisor or a | ||||||
9 | trustee has 5 or more consecutive
unexcused absences from | ||||||
10 | regularly scheduled township board meetings.
| ||||||
11 | (d) The township board may adopt rules not inconsistent | ||||||
12 | with this Code to
govern its meetings. The rules may provide | ||||||
13 | for excused absences of
the supervisor or trustees from | ||||||
14 | township board meetings.

15 | (e) All meetings of the township board shall be open to the
| ||||||
16 | public as provided in the Open Meetings Act.
