Bill Title: Amends the Assisted Living and Shared Housing Act. Provides that the Director of Aging shall consult with the Director of Public Health on the appointment of one representative of the Department on Aging (rather than consulting with the Director of Public Health on the appointment of all nonvoting members). Provides that, of the 3 voting members selected by the Director of Public Health from candidates recommended by consumer organizations that engage solely in advocacy or legal representation on behalf of senior citizens, at least one member must be a resident of an assisted living or shared housing establishment.

1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Assisted Living and Shared Housing Act is
5amended by changing Section 113 as follows:
6 (210 ILCS 9/113)
7 Sec. 113. Assisted Living and Shared Housing Advisory
8Board.
9 (a) The Governor shall establish an Assisted Living and
10Shared Housing Advisory Board. The Advisory Board shall
11consist of the following members:
12 (1) the Director, who shall serve as chair and as an ex
13 officio, nonvoting member;
14 (2) the Director of Aging, who shall serve as
15 vice-chair and as an ex officio, nonvoting member;
16 (3) the following nonvoting members, appointed by the
17 Director:
18 (A) one representative of the Department; and
19 (B) one representative of the Department on Aging,
20 appointed in consultation with the Director of Aging;
21 (4) the following voting members, appointed by the
22 Director:
23 (A) 6 members selected from candidates recommended

1 by an organization of providers whose membership
2 consists of assisted living establishments;
3 (B) 3 members, one of whom must be a resident of an
4 assisted living or shared housing establishment,
5 selected appointed by the Director from candidates
6 recommended by a consumer organizations organization
7 that engage engages solely in advocacy or legal
8 representation on behalf of senior citizens;
9 (C) a physician;
10 (D) a registered professional nurse; and
11 (E) 2 members with expertise in the area of
12 gerontology research or legal research regarding
13 implementation of laws applying to assisted living
14 establishments.
15 (b) Members of the Advisory Board shall serve for terms of
163 years or until the member's successor is appointed by the
17Director, but the Director shall stagger the terms of initial
18appointees to the Advisory Board as follows: the terms of
19one-third shall expire after one year; the terms of one-third
20shall expire after 2 years; and the terms of one-third shall
21expire after 3 years. All initial members shall be appointed
22by January 1, 2025. Any member appointed to fill a vacancy
23occurring before the expiration of the term for which his or
24her predecessor was appointed shall be appointed for the
25remainder of that term. The Advisory Board shall meet
26quarterly and at the call of the Director. The affirmative
