1 AN ACT concerning safety.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Nuclear Facility Safety Act is
5amended by changing Section 3 as follows:
6 (420 ILCS 10/3) (from Ch. 111 1/2, par. 4353)
7 Sec. 3. Legislative findings. The The General Assembly
8finds:
9 (a) that Illinois has more operating nuclear power plants
10than any state in the Nation;
11 (b) that Illinois has a commercial, away-from-reactor,
12spent nuclear fuel storage facility;
13 (c) that on behalf of the People, the State of Illinois has
14not only an interest in emergency preparedness to mitigate the
15effects of accidents at nuclear facilities but also an interest
16in furthering actions which reduce the likelihood and severity
17of accidents at nuclear facilities;
18 (d) that reduction of the likelihood and severity of
19accidents at nuclear facilities is in the interest of the
20economic well-being of the People of the State of Illinois
21because of the substantial costs of (1) repairing or replacing
22nuclear facility equipment damaged or destroyed in an accident;
23(2) purchasing replacement power in the event of a loss in

1generating capacity in an accident; (3) disposing of nuclear
2facility equipment highly contaminated with radioactivity in
3an accident; (4) decontaminating or replacing private property
4damaged in an accident; (5) replacing agricultural products
5contaminated with radioactivity in an accident; (6) disruption
6to the economy caused by an accident; and (7) health care for
7workers and private citizens injured in an accident; and
8 (e) that reduction of the likelihood and severity of
9accidents at nuclear facilities in Illinois protects the health
10and safety of workers at nuclear facilities and private
11citizens who could be injured as a result of releases of
12radiation from nuclear facilities.
