AN ACT concerning safety.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Environmental Protection Act is amended by
changing and renumbering Section 22.59 as follows:
(415 ILCS 5/22.61)
Sec. 22.61 22.59. Regulation of bisphenol A in business
transaction paper.
(a) For purposes of this Section, "thermal paper" means
paper with bisphenol A added to the coating.
(b) Beginning January 1, 2020, no person shall manufacture,
for sale in this State, thermal paper.
(c) No person shall distribute or use any thermal paper for
the making of business or banking records, including, but not
limited to, records of receipts, credits, withdrawals,
deposits, or credit or debit card transactions. This subsection
shall not apply to thermal paper that was manufactured prior to
January 1, 2020.
(d) The prohibition in subsections (a) and (b) shall not
apply to paper containing recycled material.
(e) On and after January 1, 2022, a retailer who sells to a
customer in this State shall provide the customer with the
option to receive a receipt via email.

Section 99. Effective date. This Act takes effect upon
becoming law.
