Bill Title: Amends the Illinois Insurance Code. Provides that an insurer shall not allow an insured to cancel, terminate, or allow to expire a policy insuring against loss resulting from liability imposed by law for bodily injury or death suffered by any person arising out of the ownership, maintenance, or use of a motor vehicle designed to be used on a public highway in this State unless the insured provides to the Department of Insurance and the insuring company a bill of sale of the motor vehicle insured by the policy or satisfactory evidence that the motor vehicle is covered by another liability insurance policy that satisfies the motor vehicle liability insurance requirements of the Illinois Insurance Code and the Illinois Vehicle Code.

SYNOPSIS AS INTRODUCED:
215 ILCS 5/143a-3 new

Amends the Illinois Insurance Code. Provides that an insurer shall not allow an insured to cancel, terminate, or allow to expire a policy insuring against loss resulting from liability imposed by law for bodily injury or death suffered by any person arising out of the ownership, maintenance, or use of a motor vehicle designed to be used on a public highway in this State unless the insured provides to the Department of Insurance and the insuring company a bill of sale of the motor vehicle insured by the policy or satisfactory evidence that the motor vehicle is covered by another liability insurance policy that satisfies the motor vehicle liability insurance requirements of the Illinois Insurance Code and the Illinois Vehicle Code.

1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Insurance Code is amended by adding
5Section 143a-3 as follows:
6 (215 ILCS 5/143a-3 new)
7 Sec. 143a-3. Proof of sale or proof of insurance required
8before termination. An insurer shall not allow an insured to
9cancel, terminate, or allow to expire a policy insuring against
10loss resulting from liability imposed by law for bodily injury
11or death suffered by any person arising out of the ownership,
12maintenance, or use of a motor vehicle designed to be used on a
13public highway in this State unless the insured provides to the
14Department of Insurance and the insuring company a bill of sale
15of the motor vehicle insured by the policy or satisfactory
16evidence that the motor vehicle is covered by another liability
17insurance policy that satisfies the requirements of Section
18143a and Section 143a-2 of this Code and Section 7-203 and
197-601 of the Illinois Vehicle Code.
