Bill Title: Creates the Renewable Fuels Commission Act to investigate and recommend strategies that the Governor and the General Assembly may implement to promote the use of alternative fuels and encourage the use of vehicles that utilize alternative fuels. Provides that the Commission shall also identify mechanisms that promote research into alternative fuels as well as effective communication and coordination of efforts between this State and local governments, private industry, and institutes of higher education concerning the investigation, research into, and promotion of alternative fuels. Specifies the Commission's membership. Requires the Commission to issue written reports on its investigations and recommendations to the General Assembly and the Governor. Provides for the repeal of this Act on January 1, 2015. Effective immediately.

1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Alternate Fuels Act is amended by adding
5 Section 23 as follows:
6 (415 ILCS 120/23 new)
7 Sec. 23. Alternate Fuels Commission.
8 (a) The Alternate Fuels Commission is established within
9 the Department of Commerce and Economic Opportunity. The
10 Commission shall investigate and recommend strategies that the
11 Governor and the General Assembly may implement to promote the
12 use of alternate fuels and biodiesel fuels and to encourage the
13 use of vehicles that utilize alternate fuels and biodiesel
14 fuels. The Commission shall also identify mechanisms that
15 promote research into alternate fuels and biodiesel fuels.
16 (b) The Commission shall identify mechanisms that promote
17 effective communication and coordination of efforts between
18 this State and local governments, private industry, and
19 institutes of higher education concerning the investigation,
20 research into, and promotion of alternate fuels and biodiesel
21 fuels.
22 (c) The Commission may also review and recommend changes to
23 any State regulation that may hinder the use, research, and

1 development of alternate fuels, biodiesel fuels, and vehicles
2 that are able to utilize those fuels.
3 (d) The Commission shall consist of the following members,
4 appointed by the Governor within 90 days of the effective date
5 of this Act:
6 (1) The Director of Commerce and Economic Opportunity
7 (or his or her designee), who shall serve as the chair of
8 the Commission.
9 (2) The Director of Agriculture (or his or her
10 designee).
11 (3) At least one member from an association
12 representing corn growers.
13 (4) At least one member from an association
14 representing soybean producers.
15 (5) One representative of a general agricultural
16 production association.
17 (6) One representative of automotive fuel blenders in
18 this State.
19 (7) One representative of retail petroleum sellers in
20 this State.
21 (8) One representative of petroleum suppliers in this
22 State.
23 (9) One representative of biodiesel fuel producers.
24 (10) One representative of ethanol producers.
25 (11) One representative of environmental
26 organizations.

1 (12) Three representatives of the automotive
2 manufacturing industry.
3 (13) Three representatives of colleges and
4 universities in this State that are engaged in alternate
5 fuel or biodiesel fuel research.
6 (14) Any other member that the Governor concludes is
7 necessary to further the Commission's purposes.
8 (e) No later than one year after the effective date of this
9 amendatory Act of the 96th General Assembly, the Commission
10 shall issue a written report on its investigation and
11 recommendations to the General Assembly and the Governor.
12 Follow-up reports shall be issued at least annually and may be
13 issued more frequently if the Commission deems it advisable.
14 (f) This Section is repealed effective January 1, 2012.

16 Section 10. The Alternate Fuels Act is amended by repealing
17 Section 21.
18 Section 99. Effective date. This Act takes effect upon
19 becoming law.
