Bill Title: Amends the Illinois Vehicle Code. Allows the issuance of Navy Club decals by an Illinois chapter of the Navy Club. Provides that $5 of each original issuance and $18 of each renewal shall be deposited into the Navy Club Fund. Provides that money in the Navy Club Fund shall be paid as grants to any local chapter of the Navy Club that is located in the State. Makes a corresponding change in the State Finance Act.

1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The State Finance Act is amended by adding
5Section 5.1012 as follows:
6 (30 ILCS 105/5.1012 new)
7 Sec. 5.1012. The Navy Club Fund.
8 Section 10. The Illinois Vehicle Code is amended by
9changing Section 3-699.14 as follows:

13 Sec. 3-699.14. Universal special license plates.
14 (a) In addition to any other special license plate, the
15Secretary, upon receipt of all applicable fees and
16applications made in the form prescribed by the Secretary, may
17issue Universal special license plates to residents of
18Illinois on behalf of organizations that have been authorized
19by the General Assembly to issue decals for Universal special
20license plates. Appropriate documentation, as determined by
21the Secretary, shall accompany each application. Authorized

1organizations shall be designated by amendment to this
2Section. When applying for a Universal special license plate
3the applicant shall inform the Secretary of the name of the
4authorized organization from which the applicant will obtain a
5decal to place on the plate. The Secretary shall make a record
6of that organization and that organization shall remain
7affiliated with that plate until the plate is surrendered,
8revoked, or otherwise cancelled. The authorized organization
9may charge a fee to offset the cost of producing and
10distributing the decal, but that fee shall be retained by the
11authorized organization and shall be separate and distinct
12from any registration fees charged by the Secretary. No decal,
13sticker, or other material may be affixed to a Universal
14special license plate other than a decal authorized by the
15General Assembly in this Section or a registration renewal
16sticker. The special plates issued under this Section shall be
17affixed only to passenger vehicles of the first division,
18including motorcycles and autocycles, or motor vehicles of the
19second division weighing not more than 8,000 pounds. Plates
20issued under this Section shall expire according to the
21multi-year procedure under Section 3-414.1 of this Code.
22 (b) The design, color, and format of the Universal special
23license plate shall be wholly within the discretion of the
24Secretary. Universal special license plates are not required
25to designate "Land of Lincoln", as prescribed in subsection
26(b) of Section 3-412 of this Code. The design shall allow for

1the application of a decal to the plate. Organizations
2authorized by the General Assembly to issue decals for
3Universal special license plates shall comply with rules
4adopted by the Secretary governing the requirements for and
5approval of Universal special license plate decals. The
6Secretary may, in his or her discretion, allow Universal
7special license plates to be issued as vanity or personalized
8plates in accordance with Section 3-405.1 of this Code. The
9Secretary of State must make a version of the special
10registration plates authorized under this Section in a form
11appropriate for motorcycles and autocycles.
12 (c) When authorizing a Universal special license plate,
13the General Assembly shall set forth whether an additional fee
14is to be charged for the plate and, if a fee is to be charged,
15the amount of the fee and how the fee is to be distributed.
16When necessary, the authorizing language shall create a
17special fund in the State treasury into which fees may be
18deposited for an authorized Universal special license plate.
19Additional fees may only be charged if the fee is to be paid
20over to a State agency or to a charitable entity that is in
21compliance with the registration and reporting requirements of
22the Charitable Trust Act and the Solicitation for Charity Act.
23Any charitable entity receiving fees for the sale of Universal
24special license plates shall annually provide the Secretary of
25State a letter of compliance issued by the Attorney General
26verifying that the entity is in compliance with the Charitable

1Trust Act and the Solicitation for Charity Act.
2 (d) Upon original issuance and for each registration
3renewal period, in addition to the appropriate registration
4fee, if applicable, the Secretary shall collect any additional
5fees, if required, for issuance of Universal special license
6plates. The fees shall be collected on behalf of the
7organization designated by the applicant when applying for the
8plate. All fees collected shall be transferred to the State
9agency on whose behalf the fees were collected, or paid into
10the special fund designated in the law authorizing the
11organization to issue decals for Universal special license
12plates. All money in the designated fund shall be distributed
13by the Secretary subject to appropriation by the General
14Assembly.
15 (e) The following organizations may issue decals for
16Universal special license plates with the original and renewal
17fees and fee distribution as follows:
18 (1) The Illinois Department of Natural Resources.
19 (A) Original issuance: $25; with $10 to the
20 Roadside Monarch Habitat Fund and $15 to the Secretary
21 of State Special License Plate Fund.
22 (B) Renewal: $25; with $23 to the Roadside Monarch
23 Habitat Fund and $2 to the Secretary of State Special
24 License Plate Fund.
25 (2) Illinois Veterans' Homes.
26 (A) Original issuance: $26, which shall be

14 to the Illinois Department of Natural Resources to fund
15 roadside monarch and other pollinator habitat development,
16 enhancement, and restoration projects in this State.
17 (2) The Prostate Cancer Awareness Fund. All money in
18 the Prostate Cancer Awareness Fund shall be paid as grants
19 to the Prostate Cancer Foundation of Chicago.
20 (3) The Horsemen's Council of Illinois Fund. All money
21 in the Horsemen's Council of Illinois Fund shall be paid
22 as grants to the Horsemen's Council of Illinois.
23 (4) The Post-Traumatic Stress Disorder Awareness Fund.
24 All money in the Post-Traumatic Stress Disorder Awareness
25 Fund shall be paid as grants to K9s for Veterans, NFP for
26 support, education, and awareness of veterans with

1 post-traumatic stress disorder.
2 (5) The Guide Dogs of America Fund. All money in the
3 Guide Dogs of America Fund shall be paid as grants to the
4 International Guiding Eyes, Inc., doing business as Guide
5 Dogs of America.
6 (6) The Mechanics Training Fund. All money in the
7 Mechanics Training Fund shall be paid as grants to the
8 Mechanics Local 701 Training Fund.
9 (7) The Theresa Tracy Trot - Illinois CancerCare
10 Foundation Fund. All money in the Theresa Tracy Trot -
11 Illinois CancerCare Foundation Fund shall be paid to the
12 Illinois CancerCare Foundation for the purpose of
13 furthering pancreatic cancer research.
14 (8) The Developmental Disabilities Awareness Fund. All
15 money in the Developmental Disabilities Awareness Fund
16 shall be paid as grants to the Illinois Department of
17 Human Services to fund legal aid groups to assist with
18 guardianship fees for private citizens willing to become
19 guardians for individuals with developmental disabilities
20 but who are unable to pay the legal fees associated with
21 becoming a guardian.
22 (9) The Pediatric Cancer Awareness Fund. All money in
23 the Pediatric Cancer Awareness Fund shall be paid as
24 grants to the Cancer Center at Illinois for pediatric
25 cancer treatment and research.
26 (10) The Folds of Honor Foundation Fund. All money in

1 the Folds of Honor Foundation Fund shall be paid as grants
2 to the Folds of Honor Foundation to aid in providing
3 educational scholarships to military families.
4 (11) The Experimental Aircraft Association Fund. All
5 money in the Experimental Aircraft Association Fund shall
6 be paid, subject to appropriation by the General Assembly
7 and distribution by the Secretary, as grants to promote
8 recreational aviation.
9 (12) The Child Abuse Council of the Quad Cities Fund.
10 All money in the Child Abuse Council of the Quad Cities
11 Fund shall be paid as grants to benefit the Child Abuse
12 Council of the Quad Cities.
13 (13) The Illinois Health Care Workers Benefit Fund.
14 All money in the Illinois Health Care Workers Benefit Fund
15 shall be paid as grants to the Trinity Health Foundation
16 for the benefit of health care workers, doctors, nurses,
17 and others who work in the health care industry in this
18 State.
19 (14) The Future Farmers of America Fund. All money in
20 the Future Farmers of America Fund shall be paid as grants
21 to the Illinois Association of Future Farmers of America.

6 (2) The Prostate Cancer Awareness Fund. All money in
7 the Prostate Cancer Awareness Fund shall be paid as grants
8 to the Prostate Cancer Foundation of Chicago.
9 (3) The Horsemen's Council of Illinois Fund. All money
10 in the Horsemen's Council of Illinois Fund shall be paid
11 as grants to the Horsemen's Council of Illinois.
12 (4) The Post-Traumatic Stress Disorder Awareness Fund.
13 All money in the Post-Traumatic Stress Disorder Awareness
14 Fund shall be paid as grants to K9s for Veterans, NFP for
15 support, education, and awareness of veterans with
16 post-traumatic stress disorder.
17 (5) The Guide Dogs of America Fund. All money in the
18 Guide Dogs of America Fund shall be paid as grants to the
19 International Guiding Eyes, Inc., doing business as Guide
20 Dogs of America.
21 (6) The Mechanics Training Fund. All money in the
22 Mechanics Training Fund shall be paid as grants to the
23 Mechanics Local 701 Training Fund.
24 (7) The Theresa Tracy Trot - Illinois CancerCare
25 Foundation Fund. All money in the Theresa Tracy Trot -
26 Illinois CancerCare Foundation Fund shall be paid to the

1 Illinois CancerCare Foundation for the purpose of
2 furthering pancreatic cancer research.
3 (8) The Developmental Disabilities Awareness Fund. All
4 money in the Developmental Disabilities Awareness Fund
5 shall be paid as grants to the Illinois Department of
6 Human Services to fund legal aid groups to assist with
7 guardianship fees for private citizens willing to become
8 guardians for individuals with developmental disabilities
9 but who are unable to pay the legal fees associated with
10 becoming a guardian.
11 (9) The Pediatric Cancer Awareness Fund. All money in
12 the Pediatric Cancer Awareness Fund shall be paid as
13 grants to the Cancer Center at Illinois for pediatric
14 cancer treatment and research.
15 (10) The Folds of Honor Foundation Fund. All money in
16 the Folds of Honor Foundation Fund shall be paid as grants
17 to the Folds of Honor Foundation to aid in providing
18 educational scholarships to military families.
19 (11) The Experimental Aircraft Association Fund. All
20 money in the Experimental Aircraft Association Fund shall
21 be paid, subject to appropriation by the General Assembly
22 and distribution by the Secretary, as grants to promote
23 recreational aviation.
24 (12) The Child Abuse Council of the Quad Cities Fund.
25 All money in the Child Abuse Council of the Quad Cities
26 Fund shall be paid as grants to benefit the Child Abuse

1 Council of the Quad Cities.
2 (13) The Illinois Health Care Workers Benefit Fund.
3 All money in the Illinois Health Care Workers Benefit Fund
4 shall be paid as grants to the Trinity Health Foundation
5 for the benefit of health care workers, doctors, nurses,
6 and others who work in the health care industry in this
7 State.
8 (14) The Future Farmers of America Fund. All money in
9 the Future Farmers of America Fund shall be paid as grants
10 to the Illinois Association of Future Farmers of America.
11 (15) The Tick Research, Education, and Evaluation
12 Fund. All money in the Tick Research, Education, and
13 Evaluation Fund shall be paid as grants to the Illinois
14 Lyme Association.
15 (16) The Navy Club Fund. All money in the Navy Club
16 Fund shall be paid as grants to any local chapter of the
17 Navy Club that is located in this State.
