1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 1. Short title. This Act may be cited as the State
5Agency and Grantee Bonus Prohibition Act.
6 Section 5. Definitions. As used in this Act:
7 "Employee" means any person employed, full-time,
8part-time, or contractually, in any capacity by a State agency,
9without regard to whether that person's employment is subject
10to the advice and consent of the Senate or is for a stated
11term. "Employee" does not include persons subject to a
12collective bargaining agreement.
13 "Grant funds" has the meaning provided in Section 2 of the
14Illinois Grant Funds Recovery Act.
15 "Grantee" has the meaning provided in Section 2 of the
16Illinois Grant Funds Recovery Act.
17 "State agency" has the meaning provided in Section 1-15.100
18of the Illinois Procurement Code.
19 Section 10. Bonuses prohibited.
20 No State agency shall pay a bonus to its employees. No
21employee of a State agency may receive a bonus as all or part
22of his or her compensation.

1 No grantee shall pay a bonus from grant funds awarded for
2operational expenses to its employees or contract workers. No
3employee or contract worker of a grantee may receive a bonus
4paid from grant funds awarded for operational expenses as all
5or part of his or her compensation.
6 Section 99. Effective date. This Act takes effect upon
7becoming law.
