Bill Title: Amends the Wildlife Code. Provides that persons aged 17 and under may apply annually for an Apprentice Hunter License that shall expire on the March 31 following the date of issuance. Provides that persons aged 18 and older may apply 3 times for an Apprentice Hunter License that shall expire on the March 31 following the date of issuance. Effective immediately.

2 | AMENDMENT NO. ______. Amend House Bill 3880 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The Wildlife Code is amended by changing | ||||||
5 | Section 3.1-5 as follows:

7 | Sec. 3.1-5. Apprentice Hunter License Program. | ||||||
8 | (a) Beginning 120 days after the effective date of this | ||||||
9 | amendatory Act of the 94th General Assembly and through March | ||||||
10 | 31, 2018 , the Department shall establish an Apprentice Hunter | ||||||
11 | License Program. The purpose of this Program shall be to extend | ||||||
12 | limited hunting privileges, in lieu of obtaining a valid | ||||||
13 | hunting license, to persons interested in learning about | ||||||
14 | hunting sports. | ||||||
15 | (b) Any resident or nonresident may apply to the Department | ||||||
16 | for an Apprentice Hunter License. Persons aged 13 and under may |

2 | one-time, non-renewable license that shall expire on the March | ||||||
3 | 31 following the date of issuance. Persons aged 14 and older | ||||||
4 | may apply 3 times for an Apprentice Hunter License that shall | ||||||
5 | expire on the March 31 following the date of issuance. | ||||||
6 | (c) For persons aged 17 and under, the Apprentice Hunter | ||||||
7 | License shall entitle the licensee to hunt while supervised by | ||||||
8 | a validly licensed resident or nonresident parent, guardian, or | ||||||
9 | grandparent. For persons 18 or older, the Apprentice Hunter | ||||||
10 | License shall entitle the licensee to hunt while supervised by | ||||||
11 | a validly licensed resident or nonresident hunter who is 21 | ||||||
12 | years of age or older. Possession of an Apprentice Hunter | ||||||
13 | License shall serve in lieu of a valid hunting license, but | ||||||
14 | does not exempt the licensee from compliance with the | ||||||
15 | requirements of this Code and any rules and regulations adopted | ||||||
16 | pursuant to this Code.

17 | (d) In order to be approved for the Apprentice Hunter | ||||||
18 | License, the applicant must request an Apprentice Hunter | ||||||
19 | License on a form designated and made available by the | ||||||
20 | Department and submit a $7 fee , which shall be separate from | ||||||
21 | and additional to any other stamp, permit, tag, or license fee | ||||||
22 | that may be required for hunting under this Code. The | ||||||
23 | Department shall adopt suitable administrative rules that are | ||||||
24 | reasonable and necessary for the administration of the program, | ||||||
25 | but shall not require any certificate of competency or other | ||||||
26 | hunting education as a condition of the Apprentice Hunter |

2 | The fee for a residential Apprentice Hunting License shall | ||||||
3 | be equal to a residential hunting license and the fee for a | ||||||
4 | non-residential Apprentice Hunting License shall be an | ||||||
5 | additional $5 fee than a non-residential hunting license fee. | ||||||
6 | The additional $5 fee from a non-residential Apprentice Hunting | ||||||
7 | License shall be used by the Department to administer hunter | ||||||
8 | safety education classes.

9 | (e) Persons 18 and older shall only be required to take the | ||||||
10 | online portion of a hunting safety class to pass hunter safety | ||||||
11 | education class. | ||||||
12 | (f) Any State resident currently serving or who have been | ||||||
13 | honorably discharged from the Armed Forces of the United States | ||||||
14 | or a reserve component of the United States Armed Forces shall | ||||||
15 | be exempt from completing a hunter safety education class. | ||||||
16 | (g) This Section is repealed on April 1, 2018. | ||||||
