1 | AMENDMENT TO HOUSE BILL 3832

2 | AMENDMENT NO. ______. Amend House Bill 3832 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The Commission on the Elimination of Poverty | ||||||
5 | Act is amended by changing Section 10 as follows:
| ||||||
6 | (20 ILCS 4080/10)
| ||||||
7 | Sec. 10. Commission on the Elimination of Poverty. The | ||||||
8 | Commission on the Elimination of Poverty is created. The | ||||||
9 | purpose of the Commission is to comprehensively address poverty | ||||||
10 | in Illinois consistent with international human rights | ||||||
11 | standards. The initial goal of the Commission is to develop a | ||||||
12 | poverty elimination strategic plan to reduce extreme poverty in | ||||||
13 | Illinois by 50% or more by 2015. Additional goals may be | ||||||
14 | established by the Commission. In developing the overall | ||||||
15 | strategic plan, and in working toward the goal of reducing | ||||||
16 | extreme poverty in Illinois by at least 50% by 2015, the |

1 | Commission shall address, at a minimum, all of the following: | ||||||
2 | (1) Access to safe, decent and affordable housing. | ||||||
3 | (2) Access to adequate food and nutrition. | ||||||
4 | (3) Access to affordable and quality health care. | ||||||
5 | (4) Equal access to quality education and training. | ||||||
6 | (5) Dependable and affordable transportation. | ||||||
7 | (6) Access to quality and affordable child care. | ||||||
8 | (7) Opportunities to engage in meaningful and | ||||||
9 | sustainable work that pays a living wage. | ||||||
10 | (8) The availability of adequate income supports. | ||||||
11 | The strategic plan shall include specific policy and fiscal | ||||||
12 | recommendations and a timeline for each stage of implementation | ||||||
13 | for each recommendation. For each recommendation, the | ||||||
14 | Commission shall identify in measurable terms the actual or | ||||||
15 | potential impact. The Commission may review and may make | ||||||
16 | comments and recommendations on existing or proposed programs, | ||||||
17 | policies, administrative rules, and statutes that have an | ||||||
18 | impact on poverty in Illinois and, in particular, people living | ||||||
19 | in extreme poverty.
