Bill Title: Creates the State Flag Contest Act. Provides that beginning on or before January 1, 2020, the Secretary of State shall initiate a contest for a new design for the official Illinois State flag. Provides that the Secretary shall create a process for the submission, review, and selection of the new State flag. Provides that any person attending a public university in this State and any Illinois resident 21 years old or younger on the effective date of this Act is eligible to participate in the contest. Provides for the design of the flag. Creates the State Flag Selection Committee for the purpose of selecting a new Illinois State flag design. Provides that entries for a new State flag design shall be submitted to the Committee for selection in a manner designated by the Secretary. Provides that upon selection of the winning design, the Legislative Reference Bureau shall prepare for introduction in the General Assembly a bill to replace the current State flag design with the design selected by the Committee. Provides that the winning design shall become the official State flag of Illinois upon passage of the bill in both houses of the General Assembly and being signed into law by the Governor. Repeals the Act on January 1, 2023. Effective immediately.

New Act

AN ACT concerning government.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 1. Short title. This Act may be cited as the State
Flag Contest Act.
Section 5. State flag contest.
(a) Beginning on or before January 1, 2020, the Secretary
of State shall initiate a contest for a new design for the
official Illinois State flag. Subject to the requirements of
this Act, the Secretary shall create a process for the
submission, review, and selection of the new State flag.
(b) Any person attending a public university in this State
and any Illinois resident 21 years old or younger on the
effective date of this Act is eligible to participate in the
contest.
(c) The design of the flag may include elements that depict
or represent Illinois official State symbols, prominent
Illinois historical figures, Illinois' geographic and
demographic diversity, Illinois landmarks, and important
historical events. The design may not be identical or
substantially identical to any other US state flag.
(d) There is created the State Flag Selection Committee for
the purpose of selecting a new Illinois State flag design. The

committee shall consist of 11 persons appointed by the
Secretary of State. No more than 5 appointees may be from the
same political party. Appointees shall serve until the
selection of a new State flag design under subsection (e).
Appointees shall serve without compensation. The Secretary of
State shall provide administrative and other support to the
Committee.
(e) Entries for a new State flag design shall be submitted
to the Committee for selection in a manner designated by the
Secretary. Within 2 years after the effective date of this Act,
the Committee, by a majority vote of at least 6 members, shall
select the winning State flag design entry. Upon selection of
the winning design, the Legislative Reference Bureau shall
prepare for introduction in the General Assembly a bill to
replace the current State flag design with the design selected
by the Committee. The winning design shall become the official
State flag of Illinois upon passage of the bill in both houses
of the General Assembly and being signed into law by the
Governor.
Section 10. Repeal. This Act is repealed on January 1,
2023.
Section 99. Effective date. This Act takes effect upon
becoming law.
