Bill Title: Amends the Metropolitan Transit Authority Act and the Regional Transportation Authority Act. Requires open meetings of the Chicago Transit Board, the Regional Transportation Authority Board, the Commuter Rail Board, and the Suburban Bus Board to be broadcast to the public and maintained in real-time on the Board's website using a high-speed Internet connection. Further provides that recordings of each meeting broadcast shall be posted to the Board's website within a reasonable time after the meeting and shall be maintained as public records to the extent practicable, as determined by the Board.

1 | AN ACT concerning local government.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Metropolitan Transit Authority Act is | ||||||
5 | amended by changing Section 23 as follows:
| ||||||
6 | (70 ILCS 3605/23) (from Ch. 111 2/3, par. 323)
| ||||||
7 | Sec. 23.
Regular meetings of the Board shall be held at | ||||||
8 | least once in each
calendar month, the time and place of such | ||||||
9 | meetings to be fixed by the
Board. Four members of the Board | ||||||
10 | shall constitute a quorum for the
transaction of business. All | ||||||
11 | action of the Board shall be by ordinance or
resolution and the | ||||||
12 | affirmative vote of at least four members shall be
necessary | ||||||
13 | for the adoption of any ordinance or resolution. All such
| ||||||
14 | ordinances and resolutions before taking effect shall be | ||||||
15 | approved by the
chairman of the Board, and if he shall approve | ||||||
16 | thereof he shall sign the
same, and such as he shall not | ||||||
17 | approve he shall return to the Board with
his objections | ||||||
18 | thereto in writing at the next regular meeting of the Board
| ||||||
19 | occurring after the passage thereof. But in case the chairman | ||||||
20 | shall fail to
return any ordinance or resolution with his | ||||||
21 | objections thereto by the time
aforesaid, he shall be deemed to | ||||||
22 | have approved the same and it shall take
effect accordingly. | ||||||
23 | Upon the return of any ordinance or resolution by the
chairman |

1 | with his objections, the vote by which the same was passed | ||||||
2 | shall
be reconsidered by the Board, and if upon such | ||||||
3 | reconsideration said
ordinance or resolution is passed by the | ||||||
4 | affirmative vote of at least five
members, it shall go into | ||||||
5 | effect notwithstanding the veto of the chairman.
All | ||||||
6 | ordinances, resolutions and all proceedings of the Authority | ||||||
7 | and all
documents and records in its possession shall be public | ||||||
8 | records, and open
to public inspection, except such documents | ||||||
9 | and records as shall be kept or
prepared by the Board for use | ||||||
10 | in negotiations, action or proceedings to
which the Authority | ||||||
11 | is a party. | ||||||
12 | Open meetings of the Board shall be broadcast to the public | ||||||
13 | and maintained in real-time on the Board's website using a | ||||||
14 | high-speed Internet connection. Recordings of each meeting | ||||||
15 | broadcast shall be posted to the Board's website within a | ||||||
16 | reasonable time after the meeting and shall be maintained as | ||||||
17 | public records to the extent practicable, as determined by the | ||||||
18 | Board.

21 | amended by changing Sections 3.05, 3A.07, and 3B.07 as follows:

2 | with the "Open Meetings Act", approved July 11,
1957, as now or | ||||||
3 | hereafter amended. All records, documents and papers of
the | ||||||
4 | Authority, other than those relating to matters concerning | ||||||
5 | which
closed sessions of the Board may be held, shall be | ||||||
6 | available for public
examination, subject to such reasonable | ||||||
7 | regulations as the Board may
adopt.

8 | A majority of the Directors holding office shall constitute | ||||||
9 | a quorum
for the conduct of business. Except as otherwise | ||||||
10 | provided in this Act,
the affirmative votes of at least 9
| ||||||
11 | Directors shall be necessary for
approving any contract or | ||||||
12 | agreement, adopting any rule or regulation,
and any other | ||||||
13 | action required by this Act to be taken by resolution or
| ||||||
14 | ordinance.
| ||||||
15 | The Board shall meet with the Regional Citizens Advisory | ||||||
16 | Board at least
once every 4 months.
| ||||||
17 | Open meetings of the Board shall be broadcast to the public | ||||||
18 | and maintained in real-time on the Board's website using a | ||||||
19 | high-speed Internet connection. Recordings of each meeting | ||||||
20 | broadcast shall be posted to the Board's website within a | ||||||
21 | reasonable time after the meeting and shall be maintained as | ||||||
22 | public records to the extent practicable, as determined by the | ||||||
23 | Board. | ||||||

13 | members shall be necessary
for any action required by this Act | ||||||
14 | to be taken by ordinance.
