Bill Title: Amends the Animal Welfare Act. Provides that an animal shelter that creates or has an existing program where veterans of the United States Armed Forces may adopt an animal at a discounted rate or at no charge, the Department of Agriculture shall charge half the fee required for licensing or renewal for that animal shelter.

1 | AN ACT concerning regulation.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Animal Welfare Act is amended by changing | ||||||||||||||||||||||||||
5 | Sections 5 and 7 as follows:

7 | Sec. 5. Original licenses. Applications by individuals for | ||||||||||||||||||||||||||
8 | original licenses shall be made to
the Department, shall be in | ||||||||||||||||||||||||||
9 | writing on forms prescribed by
the Department and shall be | ||||||||||||||||||||||||||
10 | accompanied by the required fee, which shall
not be returnable. | ||||||||||||||||||||||||||
11 | An animal shelter that creates or has an existing program where | ||||||||||||||||||||||||||
12 | veterans of the United States Armed Forces may adopt an animal | ||||||||||||||||||||||||||
13 | at a discounted rate or at no charge, the Department shall | ||||||||||||||||||||||||||
14 | charge half the fee required for licensing under this Section | ||||||||||||||||||||||||||
15 | for that animal shelter. Any such application shall require | ||||||||||||||||||||||||||
16 | such information
as in the judgment of the Department will | ||||||||||||||||||||||||||
17 | enable the Department to pass
on the qualifications of the | ||||||||||||||||||||||||||
18 | applicant for a license. It shall include,
but need not be | ||||||||||||||||||||||||||
19 | limited to information concerning age, citizenship,
present | ||||||||||||||||||||||||||
20 | residence, location of the business licensed under this Act,
| ||||||||||||||||||||||||||
21 | including the location of all foster homes,
description of | ||||||||||||||||||||||||||
22 | facilities to be used, present and previous business
| ||||||||||||||||||||||||||
23 | connections and experience, bank and professional references, |

1 | whether
any license of the applicant under this Act or any | ||||||
2 | federal, state,
county or local law, ordinance or regulation, | ||||||
3 | relating to dealing in or
handling dogs or cats, ever was | ||||||
4 | suspended or revoked and whether the
applicant ever has been | ||||||
5 | convicted of a felony. Such felony conviction
may be taken into | ||||||
6 | consideration by the Department in determining
qualifications | ||||||
7 | for licensing but shall not operate as a bar to
licensing.

17 | program where veterans of the United States Armed Forces may | ||||||
18 | adopt an animal at a discounted rate or at no charge, the | ||||||
19 | Department shall charge half the fee required for renewal under | ||||||
20 | this Section for that animal shelter.
