Bill Title: Amends the Election Code. Requires an election authority to record the number of vote by mail ballots received before election day, received on election day, received after election day and postmarked on election day or before, and received after election day and postmarked after election day. Requires the State Board of Elections to create a statewide reporting system for election authorities to record the receipt of the vote by mail ballots.

1 | AN ACT concerning elections.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Election Code is amended by changing | |||||||||||||||||||||
5 | Section 19-7 and by adding Section 1A-70 as follows:

6 | (10 ILCS 5/1A-70 new) | |||||||||||||||||||||
7 | Sec. 1A-70. Vote by mail ballots; reporting. The State | |||||||||||||||||||||
8 | Board of Elections shall create a statewide reporting system | |||||||||||||||||||||
9 | for election authorities to record the receipt of vote by mail | |||||||||||||||||||||
10 | ballots as required by subsection (c) of Section 19-7.

12 | Sec. 19-7.
(a) Upon receipt of such vote by mail voter's | |||||||||||||||||||||
13 | ballot, the election
authority shall forthwith enclose the | |||||||||||||||||||||
14 | same unopened, together with the
application made by said vote | |||||||||||||||||||||
15 | by mail voter in a large or carrier envelope
which shall be | |||||||||||||||||||||
16 | securely sealed and endorsed with the name and official
title | |||||||||||||||||||||
17 | of such officer and the words, "This envelope contains a vote | |||||||||||||||||||||
18 | by mail ballot and must be opened on election day," together | |||||||||||||||||||||
19 | with the number and
description of the precinct in which said | |||||||||||||||||||||
20 | ballot is to be voted, and
such officer shall thereafter | |||||||||||||||||||||
21 | safely keep the same in his office until
counted by him as | |||||||||||||||||||||
22 | provided in the next section.

1 | (b) Within one day after receipt of such vote by mail | ||||||
2 | voter's ballot, the election authority shall transmit, by | ||||||
3 | electronic means pursuant to a process established by the | ||||||
4 | State Board of Elections, the voter's name, street address, | ||||||
5 | e-mail address, and precinct, ward, township, and district | ||||||
6 | numbers, as the case may be, to the State Board of Elections, | ||||||
7 | which shall maintain those names and that information in an | ||||||
8 | electronic format on its website, arranged by county and | ||||||
9 | accessible to State and local political committees. | ||||||
10 | (c) The election authority shall record the number of vote | ||||||
11 | by mail ballots received before election day, received on | ||||||
12 | election day, received after election day and postmarked on | ||||||
13 | election day or before, and received after election day and | ||||||
14 | postmarked after election day. | ||||||
