Bill Title: Reinserts the provisions of the engrossed bill with the following changes. In provisions regarding worker demographics required in a particular report regarding employment on public works, notes that the report shall be broken down to include (rather than just include) each worker’s type of trade (rather than total number of tradesmen), whether the worker is a journey worker (rather than journeymen) or apprentice, and the total work hours performed.

1 | AN ACT concerning finance.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:

4 | Section 5. The Prevailing Wage Act is amended by changing | ||||||
5 | Section 3.1 as follows:

6 | (820 ILCS 130/3.1) | ||||||
7 | Sec. 3.1. Employment on public works of local laborers ; | ||||||
8 | report. The Department of Labor shall report quarterly | ||||||
9 | annually, no later than February 1, to the General Assembly | ||||||
10 | and the Governor the number of people employed on public works | ||||||
11 | in the State during the preceding 3 months calendar year . This | ||||||
12 | report shall include the total number of people employed on | ||||||
13 | each public works project during the preceding 3 months and | ||||||
14 | the total number of hours worked on public works both | ||||||
15 | statewide and by county . The report shall identify every | ||||||
16 | public works project in the State by project name and | ||||||
17 | contractor name and include the demographics of the workers on | ||||||
18 | the project by percentage, including gender, race, and | ||||||
19 | ethnicity. The report shall include information identifying | ||||||
20 | the number of workers who are tradesmen, whether a journeymen | ||||||
21 | or apprentice, and the total work hours performed | ||||||
22 | Additionally, the report shall include the total number of | ||||||
23 | people employed and the hours worked on public works by the |

1 | 5-digit zip code, as collected on certified payroll, of the | ||||||
2 | individual's residence during employment on public works. The | ||||||
3 | report to the General Assembly shall be filed with the Clerk of | ||||||
4 | the House of Representatives and the Secretary of the Senate | ||||||
5 | in electronic form only, in the manner that the Clerk and | ||||||
6 | Secretary shall direct .
