Bill Title: Amends the State Board of Education Article of the School Code. Provides that the State Board of Education shall create and maintain a comprehensive training program in advanced manufacturing to ensure an adequate supply of trained and skilled individuals to work in advanced manufacturing and to ensure appropriate representation of racial and ethnic groups in all phases of the industry. Provides that the State Board of Education shall develop the advanced manufacturing training program to be taught as part of the curriculum of the public school system from grades K-12 and made readily available to all school districts. Provides that school districts may include programs in education in advanced manufacturing as a part of the curriculum of that district. Provides that the State Board of Education shall adopt such rules as are necessary to implement the program. Provides that the rules shall not create any new State mandates on school districts as a condition of receiving federal, State, and local funds by those entities. Provides that the State Board of Education shall assume responsibility for the administration of the program throughout all public school districts as well as developing the advanced manufacturing program to match the requirements and mandates of federal programming.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The School Code is amended by adding Section | |||||||||||||||||||
5 | 2-3.196 as follows:

7 | Sec. 2-3.196. Advanced manufacturing education. | |||||||||||||||||||
8 | (a) The General Assembly finds that manufacturing is the | |||||||||||||||||||
9 | most basic and singularly important industry in the State, | |||||||||||||||||||
10 | that advanced manufacturing is of central importance to the | |||||||||||||||||||
11 | welfare and economic stability of the State, and that the | |||||||||||||||||||
12 | maintenance of this vital industry requires a continued source | |||||||||||||||||||
13 | of trained and qualified individuals for employment in | |||||||||||||||||||
14 | advanced manufacturing. It is the intent of the General | |||||||||||||||||||
15 | Assembly that, although this Section does not create any new | |||||||||||||||||||
16 | mandates, school districts be strongly advised to follow the | |||||||||||||||||||
17 | guidelines set forth in this Section. | |||||||||||||||||||
18 | (b) The State Board of Education shall create and maintain | |||||||||||||||||||
19 | a comprehensive training program in advanced manufacturing to | |||||||||||||||||||
20 | ensure an adequate supply of trained and skilled individuals | |||||||||||||||||||
21 | to work in advanced manufacturing and to ensure appropriate | |||||||||||||||||||
22 | representation of racial and ethnic groups in all phases of | |||||||||||||||||||
23 | the industry. The State Board of Education shall develop the |

7 | (c) The State Board of Education shall adopt such rules as | ||||||
8 | are necessary to implement the provisions of this Section. The | ||||||
9 | rules shall not create any new State mandates on school | ||||||
10 | districts as a condition of receiving federal, State, and | ||||||
11 | local funds by those entities. | ||||||
12 | (d) The State Board of Education shall assume | ||||||
13 | responsibility for the administration of the program adopted | ||||||
14 | under this Section throughout all public school districts as | ||||||
15 | well as developing the program to match the requirements and | ||||||
16 | mandates of federal programming.
