Bill Title: Amends the Illinois Public Labor Relations Act. Provides that no public employer shall be required to negotiate a collective bargaining agreement in which that employer is required to contribute more than 95% of the cost of public employee health insurance. Provides that the provisions shall apply to any collective bargaining agreement negotiated on or after the effective of this amendatory Act. Defines "public employee" for purposes of the Section. Effective immediately.

SYNOPSIS AS INTRODUCED:

1 AN ACT concerning government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Public Labor Relations Act is
5amended by adding Section 7.3 as follows:
6 (5 ILCS 315/7.3 new)
7 Sec. 7.3. Duty to bargain regarding health insurance.
8Notwithstanding any other provision to the contrary, no public
9employer shall be required to negotiate a collective bargaining
10agreement in which that employer is required to contribute more
11than 95% of the cost of public employee health insurance. The
12provisions of this Section shall apply to any collective
13bargaining agreement negotiated on or after the effective of
14this amendatory Act of the 100th General Assembly. For purposes
15of this Section, "public employee" shall have the meaning
16attributed to it under Section 3 of this Act, and shall also
17include, security employees, peace officers, fire fighters,
18and teachers employed by the State.
19 Section 99. Effective date. This Act takes effect upon
20becoming law.
