Bill Title: Creates the Connected Multimodal Mobility Act. Defines terms. Provides that beginning on or before January 1, 2027, every motor vehicle operating upon any highway in this State shall be equipped with automatic notification technology. Provides that beginning on or before January 1, 2027, the Department of Transportation shall install a traffic-control device network on each traffic-control device operating in this State. Provides that each traffic-control device network shall communicate to a vehicle installed with automatic notification technology when vehicle or pedestrian traffic requires the driver of the vehicle to change the vehicle's speed. Provides that the Department and the Secretary of State shall adopt rules to implement the Act.

1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 1. Short title. This Act may be cited as the
5Connected Multimodal Mobility Act.
6 Section 5. Definitions. In this Act:
7 "Automatic notification technology" means a motor vehicle
8service technology integrating wireless communications and
9vehicle location technology that can communicate with other
10entities, including, but not limited to, other motor vehicles
11equipped with automatic notification technology and
12traffic-control device networks.
13 "Department" means the Illinois Department of
14Transportation.
15 "Secretary" means the Illinois Secretary of State.
16 "Traffic-control device network" means a digital network
17or software application that can collect data on vehicular and
18pedestrian traffic in real time and is able to communicate that
19data to a vehicle installed with automatic notification
20technology.
21 Section 10. Automatic notification technology.
22 (a) Beginning on or before January 1, 2027, every motor

1vehicle operating upon any highway in this State shall be
2equipped with automatic notification technology. The
3technology shall have a means to alert the driver of the
4vehicle when there is a technological failure that would affect
5the vehicle's automatic notification technology.
6 (b) The Secretary shall adopt rules to implement this
7Section.
8 Section 15. Traffic-control device network.
9 (a) Beginning on or before January 1, 2027, the Department
10shall install a traffic-control device network on each
11traffic-control device operating in this State.
12 (b) Each traffic-control device network shall communicate
13to a vehicle installed with automatic notification technology
14when vehicle or pedestrian traffic requires the driver of the
15vehicle to change the vehicle's speed.
16 (c) The Department, in cooperation with the Secretary,
17shall adopt rules to implement this Section.
