Amends the Illinois Highway Code. Provides that it is unlawful for the Department of Transportation, its employees and its agents to knowingly misrepresent any facts in relation to the submission of plans, maps, specifications, costs of construction, bids, or contracts for any Department project.

1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Highway Code is amended by adding
5Section 4-107 as follows:
6 (605 ILCS 5/4-107 new)
7 Sec. 4-107. Misrepresentation. In order to assure high
8quality and durable construction in conformity with approved
9plans and specifications and a high degree of reliability of
10statements and representations made by the Department, it is
11unlawful for the Department, its employees and its agents, in
12relation to the submission of plans, maps, specifications,
13costs of construction, bids, or contracts for any Department
14project, to knowingly falsify, distort, or misrepresent any
15facts concerning: (1) the character, quality, cost, or quantity
16of material already used or to be used; (2) the quality, cost,
17or quantity of any work already performed or to be performed;
18and (3) any other related costs.
