Bill Title: Amends the Illinois Vehicle Code. Provides that all new school buses put into service on or after January 1, 2014 shall be equipped with occupant seating which has passed the ASTM E1537-07 standard test method for fire testing of upholstered furniture. Provides that seating will be deemed to have failed the ASTM E1537-07 test if (1) the seat assembly exhibits a weight loss of 3 pounds or greater during the first 10 minutes of the test; or (2) the seat assembly exhibits a heat release rate of 80 kW or greater. Provides that all plastics contained in the engine compartment of all new school buses put into service on or after January 1, 2014 shall meet the Underwriters Laboratories standard for limiting flame spread. Provides that the State Fire Marshal shall adopt rules to implement the provisions of this Act and that after the rules take effect, no new school bus shall be sold or offered for sale in this State unless the manufacturer has certified to the State Fire Marshal that the fire safety standards have been met.

AMENDMENT TO HOUSE BILL 2842
2 AMENDMENT NO. ______. Amend House Bill 2842, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
5 "Section 5. The Illinois Vehicle Code is amended by
6changing Section 3-691 as follows:
7 (625 ILCS 5/3-691)
8 Sec. 3-691. Illinois Fraternal Order of Police license
9plates.
10 (a) The Secretary, upon receipt of an application made in
11the form prescribed by the Secretary, may issue special
12registration plates designated as Illinois Fraternal Order of
13Police license plates to residents of Illinois who are members
14in good standing of the Fraternal Order of Police-Illinois
15State Lodge and meet other eligibility requirements prescribed
16by the Secretary of State. The special plates issued under this

1Section shall be affixed only to passenger vehicles of the
2first division and motor vehicles of the second division
3weighing not more than 8,000 pounds, and recreational vehicles,
4as defined by Section 1-169 of this Code. Plates issued under
5this Section shall expire according to the multi-year procedure
6established by Section 3-414.1 of this Code. The Secretary of
7State shall verify that an applicant for registration renewal
8remains a member in good standing of the Fraternal Order of
9Police - Illinois State Lodge prior to renewing the
10registration.
11 (b) The design and color of the plates is wholly within the
12discretion of the Secretary, except that the Illinois Fraternal
13Order of Police emblem shall appear on the plates. The
14Secretary may allow the plates to be issued as vanity plates or
15personalized under Section 3-405.1 of the Code. The Secretary
16shall prescribe stickers or decals as provided under Section
173-412 of this Code. The plates are not required to designate
18"Land of Lincoln" as prescribed in subsection (b) of Section
193-412 of this Code. The Secretary may, in his or her
20discretion, allow the plates to be issued as vanity or
21personalized plates in accordance with Section 3-405.1 of this
22Code.
23 (c) An applicant for the special plate shall be charged a
24$25 fee for original issuance in addition to the appropriate
25registration fee. Of this fee, $10 shall be deposited into the
26Fraternal Order of Police Fund and $15 shall be deposited into

1the Secretary of State Special License Plate Fund, to be used
2by the Secretary to help defray the administrative processing
3costs.
4 For each registration renewal period, a $25 fee, in
5addition to the appropriate registration fee, shall be charged.
6Of this fee, $23 shall be deposited into the Fraternal Order of
7Police Fund and $2 shall be deposited into the Secretary of
8State Special License Plate Fund.
9 (d) The Fraternal Order of Police Fund is created as a
10special fund in the State treasury. All money in the Fraternal
11Order of Police Fund shall be paid, subject to appropriation by
12the General Assembly and distribution by the Secretary, as
13grants to the Illinois Fraternal Order of Police to increase
14the efficiency and professionalism of law enforcement officers
15in Illinois, to educate the public about law enforcement
16issues, to more firmly establish the public confidence in law
17enforcement, to create partnerships with the public, and to
18honor the service of law enforcement officers dedicated to the
19protection of life and property.

21 Section 99. Effective date. This Act takes effect upon
22becoming law.".
