Bill Title: Amends the Illinois Vehicle Code. Provides that all new school buses put into service on or after January 1, 2014 shall be equipped with occupant seating which has passed the ASTM E1537-07 standard test method for fire testing of upholstered furniture. Provides that seating will be deemed to have failed the ASTM E1537-07 test if (1) the seat assembly exhibits a weight loss of 3 pounds or greater during the first 10 minutes of the test; or (2) the seat assembly exhibits a heat release rate of 80 kW or greater. Provides that all plastics contained in the engine compartment of all new school buses put into service on or after January 1, 2014 shall meet the Underwriters Laboratories standard for limiting flame spread. Provides that the State Fire Marshal shall adopt rules to implement the provisions of this Act and that after the rules take effect, no new school bus shall be sold or offered for sale in this State unless the manufacturer has certified to the State Fire Marshal that the fire safety standards have been met.

2 | AMENDMENT NO. ______. Amend House Bill 2842, AS AMENDED, by | ||||||
3 | replacing everything after the enacting clause with the | ||||||
4 | following:

5 | "Section 5. The Illinois Vehicle Code is amended by | ||||||
6 | changing Section 3-691 as follows:

8 | Sec. 3-691. Illinois Fraternal Order of Police license | ||||||
9 | plates. | ||||||
10 | (a) The Secretary, upon receipt of an application made in | ||||||
11 | the form prescribed by the Secretary, may issue special | ||||||
12 | registration plates designated as Illinois Fraternal Order of | ||||||
13 | Police license plates to residents of Illinois who are members | ||||||
14 | in good standing of the Fraternal Order of Police-Illinois | ||||||
15 | State Lodge and meet other eligibility requirements prescribed | ||||||
16 | by the Secretary of State. The special plates issued under this |

1 | Section shall be affixed only to passenger vehicles of the | ||||||
2 | first division and motor vehicles of the second division | ||||||
3 | weighing not more than 8,000 pounds, and recreational vehicles, | ||||||
4 | as defined by Section 1-169 of this Code. Plates issued under | ||||||
5 | this Section shall expire according to the multi-year procedure | ||||||
6 | established by Section 3-414.1 of this Code. The Secretary of | ||||||
7 | State shall verify that an applicant for registration renewal | ||||||
8 | remains a member in good standing of the Fraternal Order of | ||||||
9 | Police - Illinois State Lodge prior to renewing the | ||||||
10 | registration. | ||||||
11 | (b) The design and color of the plates is wholly within the | ||||||
12 | discretion of the Secretary, except that the Illinois Fraternal | ||||||
13 | Order of Police emblem shall appear on the plates. The | ||||||
14 | Secretary may allow the plates to be issued as vanity plates or | ||||||
15 | personalized under Section 3-405.1 of the Code. The Secretary | ||||||
16 | shall prescribe stickers or decals as provided under Section | ||||||
17 | 3-412 of this Code. The plates are not required to designate | ||||||
18 | "Land of Lincoln" as prescribed in subsection (b) of Section | ||||||
19 | 3-412 of this Code. The Secretary may, in his or her | ||||||
20 | discretion, allow the plates to be issued as vanity or | ||||||
21 | personalized plates in accordance with Section 3-405.1 of this | ||||||
22 | Code. | ||||||
23 | (c) An applicant for the special plate shall be charged a | ||||||
24 | $25 fee for original issuance in addition to the appropriate | ||||||
25 | registration fee. Of this fee, $10 shall be deposited into the | ||||||
26 | Fraternal Order of Police Fund and $15 shall be deposited into |

1 | the Secretary of State Special License Plate Fund, to be used | ||||||
2 | by the Secretary to help defray the administrative processing | ||||||
3 | costs. | ||||||
4 | For each registration renewal period, a $25 fee, in | ||||||
5 | addition to the appropriate registration fee, shall be charged. | ||||||
6 | Of this fee, $23 shall be deposited into the Fraternal Order of | ||||||
7 | Police Fund and $2 shall be deposited into the Secretary of | ||||||
8 | State Special License Plate Fund. | ||||||
9 | (d) The Fraternal Order of Police Fund is created as a | ||||||
10 | special fund in the State treasury. All money in the Fraternal | ||||||
11 | Order of Police Fund shall be paid, subject to appropriation by | ||||||
12 | the General Assembly and distribution by the Secretary , as | ||||||
13 | grants to the Illinois Fraternal Order of Police to increase | ||||||
14 | the efficiency and professionalism of law enforcement officers | ||||||
15 | in Illinois, to educate the public about law enforcement | ||||||
16 | issues, to more firmly establish the public confidence in law | ||||||
17 | enforcement, to create partnerships with the public, and to | ||||||
18 | honor the service of law enforcement officers dedicated to the | ||||||
19 | protection of life and property.
