1 AN ACT concerning agriculture.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Seed Law is amended by adding
5Sections 2.132a and 13.5 as follows:
6 (505 ILCS 110/2.132a new)
7 Sec. 2.132a. Seed library. "Seed library" means a
8nonprofit, cooperative, or governmental organization that
9holds, donates, and receives donations of open-pollinated
10seeds to and from the public for non-commercial and educational
11uses for the purpose of encouraging horticulture-based
12education, non-commercial gardening, biodiversity, and the
13preservation of open-pollinated plant varieties.

15 Sec. 13.5. Seed library exemption. Notwithstanding any
16other provision of this Act, seed libraries shall be exempt
17from all licensing, testing, labeling, and other requirements
18of this Act.
19 Section 99. Effective date. This Act takes effect upon
20becoming law.
