Bill Title: Amends the Public Utilities Act. Creates a provision that provides that the Director of the Office of Retail Market Development shall conduct research, gather input, and develop and present a detailed plan designed to promote retail natural gas competition for residential and small commercial natural gas consumers. Provides that interested parties shall be given the opportunity to review the plan and provide written comments regarding the plan prior to its submission. Provides that to the extent the plan calls for Illinois Commerce Commission action, the Commission shall initiate any proceeding or proceedings called for in the final plan within 60 days after receipt of the final plan and complete those proceedings within 11 months after their initiation; nothing shall prevent the Commission from acting earlier to remove identified barriers to retail natural gas competition for residential and small commercial consumers. Effective immediately.

AMENDMENT TO HOUSE BILL 2427
2 AMENDMENT NO. ______. Amend House Bill 2427 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The Wireless Emergency Telephone Safety Act is
5amended by changing Section 85 as follows:
6 (50 ILCS 751/85)
7 (Section scheduled to be repealed on July 1, 2014)
8 Sec. 85. 9-1-1 Services Advisory Board. There is hereby
9created the 9-1-1 Services Advisory Board. The Board shall work
10with the Commission to determine the 9-1-1 costs necessary for
11every 9-1-1 system to adequately function and shall submit, by
12May February 1, 2014, recommendations on whether there is a
13need to consolidate 9-1-1 functions to the General Assembly.
14The Board shall consist of 11 members appointed by the Governor
15as follows:
16 (1) the Executive Director of the Illinois Commerce

1 Commission, or his or her designee;
2 (2) one member representing the Illinois chapter of the
3 National Emergency Number Association;
4 (3) one member representing the Illinois chapter of the
5 Association of Public-Safety Communications Officials;
6 (4) one member representing a county 9-1-1 system from
7 a county with a population of 50,000 or less;
8 (5) one member representing a county 9-1-1 system from
9 a county with a population between 50,000 and 250,000;
10 (6) one member representing a county 9-1-1 system from
11 a county with a population of 250,000 or more;
12 (7) one member representing an incumbent local
13 exchange 9-1-1 system provider;
14 (8) one member representing a non-incumbent local
15 exchange 9-1-1 system provider;
16 (9) one member representing a large wireless carrier;
17 (10) one member representing a small wireless carrier;
18 and
19 (11) one member representing the Illinois
20 Telecommunications Association.
21 The Board is abolished on July 1, 2014.

23 Section 99. Effective date. This Act takes effect upon
