Amends the Medical Practice Act of 1987. Provides that rules adopted by the Department of Financial and Professional Regulation establishing continuing education requirements shall require that licensees complete a course in maternal mental health that addresses specified topics. 1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Medical Practice Act of 1987 is amended by
5changing Section 20 as follows:
6 (225 ILCS 60/20) (from Ch. 111, par. 4400-20)
7 (Section scheduled to be repealed on January 1, 2022)
8 Sec. 20. Continuing education. The Department shall
9promulgate rules of continuing education for persons licensed
10under this Act that require an average of 50 hours of
11continuing education per license year. The rules shall require
12that licensees complete a course in maternal mental health
13that addresses the following: (1) best practices in screening
14for maternal mental health disorders, including cultural
15competency and unintended bias as a means to build trust with
16mothers; (2) the range of maternal mental health disorders;
17(3) the range of evidence-based treatment options, including
18the importance of allowing a mother to be involved in
19developing the treatment plan; and (4) when an obstetrician or
20a primary care doctor should consult with a psychiatrist
21versus making a referral. These rules shall be consistent with
22requirements of relevant professional associations, specialty
23societies, or boards. The rules shall also address variances

1in part or in whole for good cause, including, but not limited
2to, temporary illness or hardship. In establishing these
3rules, the Department shall consider educational requirements
4for medical staffs, requirements for specialty society board
5certification or for continuing education requirements as a
6condition of membership in societies representing the 2
7categories of licensee under this Act. These rules shall
8assure that licensees are given the opportunity to participate
9in those programs sponsored by or through their professional
10associations or hospitals which are relevant to their
11practice. Each licensee is responsible for maintaining records
12of completion of continuing education and shall be prepared to
13produce the records when requested by the Department.

15 Section 99. Effective date. This Act takes effect upon
16becoming law.
