1 | AN ACT concerning transportation.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Illinois Vehicle Code is amended by changing | ||||||
5 | Section 3-691 as follows:

7 | Sec. 3-691. Illinois Fraternal Order of Police license | ||||||
8 | plates. | ||||||
9 | (a) The Secretary, upon receipt of an application made in | ||||||
10 | the form prescribed by the Secretary, may issue special | ||||||
11 | registration plates designated as Illinois Fraternal Order of | ||||||
12 | Police license plates to residents of Illinois who are members | ||||||
13 | in good standing of the Fraternal Order of Police-Illinois | ||||||
14 | State Lodge and meet other eligibility requirements prescribed | ||||||
15 | by the Secretary of State. The special plates issued under this | ||||||
16 | Section shall be affixed only to passenger vehicles of the | ||||||
17 | first division and motor vehicles of the second division | ||||||
18 | weighing not more than 8,000 pounds, and recreational vehicles, | ||||||
19 | as defined by Section 1-169 of this Code. Plates issued under | ||||||
20 | this Section shall expire according to the multi-year procedure | ||||||
21 | established by Section 3-414.1 of this Code. | ||||||
22 | (b) The design and color of the plates is wholly within the | ||||||
23 | discretion of the Secretary, except that the Illinois Fraternal |

1 | Order of Police emblem shall appear on the plates. The | ||||||
2 | Secretary may allow the plates to be issued as vanity plates or | ||||||
3 | personalized under Section 3-405.1 of the Code. The Secretary | ||||||
4 | shall prescribe stickers or decals as provided under Section | ||||||
5 | 3-412 of this Code. The plates are not required to designate | ||||||
6 | "Land of Lincoln" as prescribed in subsection (b) of Section | ||||||
7 | 3-412 of this Code. The Secretary may, in his or her | ||||||
8 | discretion, allow the plates to be issued as vanity or | ||||||
9 | personalized plates in accordance with Section 3-405.1 of this | ||||||
10 | Code. | ||||||
11 | (c) An applicant for the special plate shall be charged a | ||||||
12 | $25 fee for original issuance in addition to the appropriate | ||||||
13 | registration fee. Of this fee, $10 shall be deposited into the | ||||||
14 | Fraternal Order of Police Fund and $15 shall be deposited into | ||||||
15 | the Secretary of State Special License Plate Fund, to be used | ||||||
16 | by the Secretary to help defray the administrative processing | ||||||
17 | costs. | ||||||
18 | For each registration renewal period, a $25 fee, in | ||||||
19 | addition to the appropriate registration fee, shall be charged. | ||||||
20 | Of this fee, $23 shall be deposited into the Fraternal Order of | ||||||
21 | Police Fund and $2 shall be deposited into the Secretary of | ||||||
22 | State Special License Plate Fund. | ||||||
23 | (d) The Fraternal Order of Police Fund is created as a | ||||||
24 | special fund in the State treasury. All moneys money in the | ||||||
25 | Fraternal Order of Police Fund shall be paid, subject to | ||||||
26 | appropriation by the General Assembly and distribution by the |

2 | to increase the efficiency and professionalism of law | ||||||
3 | enforcement officers in Illinois, to educate the public about | ||||||
4 | law enforcement issues, to more firmly establish the public | ||||||
5 | confidence in law enforcement, to create partnerships with the | ||||||
6 | public, and to honor the service of law enforcement officers | ||||||
7 | dedicated to the protection of life and property.
