Bill Title: Amends the Firearm Owners Identification Card Act. Provides that a county, including a home rule county, may not regulate firearms or impose greater restrictions or limitations on the acquisition, possession, transportation, carrying, and transfer of firearms, firearm attachments, and firearm ammunition. Further provides that the provisions of any ordinance or resolution imposing restrictions or limitations on the ownership or possession of firearms and ammunition, components, accessories, and accoutrements of firearms in a manner other than the requirements imposed by this Act or the Deadly Weapons Article of the Criminal Code of 2012 on or after the effective date of this amendatory Act are invalid and all those existing ordinances and resolution are void. Effective immediately.

430 ILCS 65/13.1 from Ch. 38, par. 83-13.1

Amends the Firearm Owners Identification Card Act. Provides that a county, including a home rule county, may not regulate firearms or impose greater restrictions or limitations on the acquisition, possession, transportation, carrying, and transfer of firearms, firearm attachments, and firearm ammunition. 1 AN ACT concerning firearms.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Firearm Owners Identification Card Act is
5amended by changing Section 13.1 as follows:
6 (430 ILCS 65/13.1) (from Ch. 38, par. 83-13.1)
7 Sec. 13.1. Municipal regulation; county regulation
8preempted.
9 (a) The provisions of any ordinance enacted by any
10municipality which requires registration or imposes greater
11restrictions or limitations on the acquisition, possession and
12transfer of firearms than are imposed by this Act, are not
13invalidated or affected by this Act.
14 (b) A county, including a home rule county, may not
15regulate firearms or impose greater restrictions or
16limitations on the acquisition, possession, transportation,
17carrying, and transfer of firearms, firearm attachments, and
18firearm ammunition. The provisions of any ordinance or
19resolution on or after the effective date of this amendatory
20Act of the 98th General Assembly by any county government that
21imposes restrictions or limitations on the ownership or
22possession of firearms and ammunition, components,
23accessories, and accoutrements of firearms in a manner other

1than the requirements that are imposed by this Act or Article
224 of the Criminal Code of 2012 are invalid and all those
3existing ordinances and resolutions are void. This subsection
4is a limitation of home rule powers under subsection (h) of
5Section 6 of Article VII of the Illinois Constitution.

7 Section 99. Effective date. This Act takes effect upon
