Amends the Educator Licensure Article of the School Code. Adds as a member of the State Educator Preparation and Licensure Board one school service personnel certificate holder or holder of a Professional Educator License with a school service personnel endorsement who is employed in the public schools and who has been nominated by a statewide professional school service personnel organization, to be appointed by the State Board of Education; makes a related change.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by changing Section
521B-10 as follows:
6 (105 ILCS 5/21B-10)
7 Sec. 21B-10. State Educator Preparation and Licensure
8Board.
9 (a) The State Teacher Certification Board, which had been
10established under Section 21-13 of the School Code prior to
11this amendatory Act of the 97th General Assembly, shall be
12renamed the State Educator Preparation and Licensure Board.
13References in law to the State Teacher Certification Board
14shall mean the State Educator Preparation and Licensure Board.
15The State Educator Preparation and Licensure Board shall
16consist of the State Superintendent of Education or a
17representative appointed by him or her, who shall be ex-officio
18chairperson, 5 administrative or faculty members of public or
19private colleges or universities located in this State, 3
20administrators and 10 classroom teachers employed in the public
21schools (5 of whom must be members of and nominated by a
22statewide professional teachers' organization and 5 of whom
23must be members of and nominated by a different statewide

1professional teachers' organization), one school service
2personnel certificate holder or holder of a Professional
3Educator License with a school service personnel endorsement
4who is employed in the public schools and who has been
5nominated by a statewide professional school service personnel
6organization, and one regional superintendent of schools, all
7of whom shall be appointed by the State Board of Education;
8provided that at least one of the administrators and at least 3
9of the classroom teachers so appointed must be employees of a
10school district that is subject to the provisions of Article 34
11of this Code. A statewide professional teachers' organization
12and a different statewide professional teachers' organization
13shall submit to the State Board of Education for consideration
14at least 3 names of accomplished teachers for every one vacancy
15or expiring term in a classroom teacher position. A statewide
16professional school service personnel organization shall
17submit to the State Board of Education for consideration at
18least 3 names of accomplished school service personnel for any
19vacancy or expiring term in a school service personnel
20position. The nominations submitted to the State Board of
21Education under this Section to fill a vacancy or an expiring
22term shall be advisory. Nomination for State Educator
23Preparation and Licensure Board members must be submitted to
24the State Board of Education within 30 days after the vacancy
25or vacancies occur. Nominations to fill an expiring term must
26be submitted to the State Board of Education at least 30 days

1before the expiration of that term. Notwithstanding any other
2provisions of this Section, if a sufficient number of
3nominations are not received by the State Board of Education
4for a vacancy or expiring term within the 30-day period, then
5the State Board of Education may appoint any qualified person,
6in the same manner as the original appointment, to fill the
7vacancy or expiring term. The regular term of each member is 3
8years, and an individual may be appointed for no more than 2
9consecutive terms. The term of an appointed member of the State
10Educator Preparation and Licensure Board shall expire on June
1130 of his or her final year.
12 (b) The State Board of Education shall appoint a secretary
13of the State Educator Preparation and Licensure Board.
14 (c) The State Educator Preparation and Licensure Board
15shall hold regular meetings at least quarterly and such other
16special meetings as may be necessary.
17 (d) The necessary expenses of the State Educator
18Preparation and Licensure Board shall be provided through the
19State Board of Education. The State Board of Education, in
20consultation with the State Educator Preparation and Licensure
21Board, may adopt such rules as may be necessary for the
22administration of this Article.
23 (e) Individuals serving on the State Teacher Certification
24Board on June 30, 2011 under Section 21-13 of this Code shall
25continue to serve on the State Educator Preparation and
26Licensure Board until the scheduled expiration of their
