Bill Title: Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department to track and report monthly concerning Illinois' share of federal stimulus spending enacted in response to the economic recession that began in December 2007. Requires recommendations to maximize Illinois' share. Sets forth the requirements of the reports. Requires a final report at the conclusion of the federal stimulus packages or December 31, 2014, whichever occurs first. Repeals the provisions on January 1, 2015. Effective immediately.

| 1 | AN ACT concerning State government.

| 2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
| 3 | represented in the General Assembly:

| 4 | Section 5. The Department of Commerce and Economic | ||||||||||||||||||||||||
| 5 | Opportunity Law of the
Civil Administrative Code of Illinois is | ||||||||||||||||||||||||
| 6 | amended by adding Section 605-952 as follows:

| 7 | (20 ILCS 605/605-952 new) | ||||||||||||||||||||||||
| 8 | Sec. 605-952. Federal stimulus tracking. | ||||||||||||||||||||||||
| 9 | (a) The Department shall track and report monthly on the | ||||||||||||||||||||||||
| 10 | comparative success or non-success of the State of Illinois in | ||||||||||||||||||||||||
| 11 | receiving shares of nationwide federal stimulus packages | ||||||||||||||||||||||||
| 12 | enacted in response to the economic recession that began in | ||||||||||||||||||||||||
| 13 | December 2007. A final report shall be filed at the conclusion | ||||||||||||||||||||||||
| 14 | of all such federal stimulus packages or by December 31, 2014, | ||||||||||||||||||||||||
| 15 | whichever occurs first. | ||||||||||||||||||||||||
| 16 | (b) The reports shall track both enacted and proposed | ||||||||||||||||||||||||
| 17 | federal stimulus packages and the share of federal stimulus | ||||||||||||||||||||||||
| 18 | spending, based on federal reports or estimated as precisely as | ||||||||||||||||||||||||
| 19 | possible, that has been or is expected to be transmitted to the | ||||||||||||||||||||||||
| 20 | State of Illinois and persons and entities domiciled in | ||||||||||||||||||||||||
| 21 | Illinois. The monthly reports shall delineate any required | ||||||||||||||||||||||||
| 22 | matching funds required by the State to be eligible for federal | ||||||||||||||||||||||||
| 23 | stimulus spending. The monthly reports shall also make | ||||||||||||||||||||||||

| |||||||
| 1 | recommendations (i) concerning ways in which Illinois could | ||||||
| 2 | intervene with the federal government to maximize its share of | ||||||
| 3 | federal stimulus spending and (ii) suggesting changes in | ||||||
| 4 | Illinois statutory and administrative law that could help to | ||||||
| 5 | maximize its share of federal stimulus spending. | ||||||
| 6 | (c) The reports shall be filed with the Governor, the | ||||||
| 7 | Speaker and Minority Leader of the House, the President and | ||||||
| 8 | Minority Leader of the Senate, and the executive director of | ||||||
| 9 | the Commission on Government Forecasting and Accountability. | ||||||
| 10 | (d) This Section is repealed on January 1, 2015.

| 11 | Section 99. Effective date. This Act takes effect upon | ||||||
| 12 | becoming law.
